6.5.1 COMPOST OPERATIONS
The compost operations consist of processing up to 500 tons of source
separated wood and green waste per day. Feedstock is received from various
local sources, however, the majority of feedstock is received from San Joaquin
County trash/delivery trucks and the remaining from self-haulers, independent
recycling haulers, and tree trimming/landscaping firms.
Incoming feedstock loads are measured and checked at the scale. The scale
attendant assesses the acceptability of the load through a preliminary visual
inspection and records the origin, material type, and volume and/or weight. If
the load is acceptable, the customer is directed to the appropriate location in the
material unloading and processing area. The load checker visually inspects the
load as it is unloaded and any unacceptable feedstock is removed immediately
by the customer or removed from the site within 48 hours and transported to a
permitted landfill for disposal.
Feedstock is transported from the unloading area to the processing area. Wood
and green waste are processed with a Diamond Z grinder. The grinder is fed
material by an excavator or wheel loader. Material processed by the grinder is
either stockpiled on the concrete pad for daily off-site removal, or transferred to
the composting pad for composting.
Material processed at the site is used as a biomass fuel product for various
power plants throughout northern California. Composted materials are screened
and sold to a bulk landscape market or packaged at an onsite bagging operation
for retail sale. A portion of the compost is also used as Alternative Daily Cover
(ADC) at the existing Forward Landfill.
Compost materials are removed from the site as soon as possible. In the event
of a fire, fire extinguishers are on all heavy equipment and in the resource
recovery facility building. Pressurized water is also available at the resource
recovery facility. In addition, the water trucks at the landfill are available for
emergencies.
6.6 HEALTH AND SAFETY
® The following ongoing practices minimize potential health hazards to site
operating personnel:
Forward Landfill JTD 6-28
J:\Allied\Forward\JTD Amendment\Final JTD Amendment\JTD Sec 6 080105.doc:5/22/02
Rev.1:7/2002:Rev.2:4/2003;Rev 3:6/2003 BRYAN A.BTIRRAT&ASSOCIATES
Amendment No.1:8/1/2005
