XII. On October 3, 2003, this LEA prepared and sent to the operator the Notice and Order 03-01 for the violation of Explosive Gases Control, Section 20919.5 of 27CCR. XIII. On October 24, 2003. this LEA received the progress report for Notice and Order 03-01. According to the progress report, the landfill gas system expansion project was completed on October 2, 2003, and the vacuum had been applied to the new extraction wells. XIV. On October 24, 2003. this LEA conducted routine inspection and noted that the concentration of methane gas in the gas monitoring probe GP -9 (which replaces GP -2), located near the west boundary, was 40%. This was documented under the violation of Explosive Gases Control, Section 20919.5 of 27CCR. XV.
