The EHD previously asked for a justification of the amount of ADC and <br /> Beneficial reuse. The facility was also cited for an area of concern Section 20690 (a)(9), <br /> 27 CCR for temperature of green waste pile (see exhibit ff). <br /> On February 24, 2005, Michael Kith and Robert McClellon employees of the EHD <br /> conducted a monthly routine inspection and noted that the concentrations of methane gas <br /> in the monitoring probe GP 9 ranged from 6.1%to 53%. This was documented under the <br /> violation of Explosive Gases Control, Section 20919.5 of 27CCR. The facility was also <br /> cited for a violation Leachate Control Section 20790, 27 CCR(this was later revised per <br /> request of the operator to violation for Site Maintenance 20750, 27 CCR). The leachate <br /> was allowed to cross a road and collect in an onsite drainage. The operator had <br /> knowledge that the discharge was occurring and made no attempts to stop, divert or <br /> collect the leachate until the EHD found it. The facility was cited for an area of concern <br /> Section 20690, 27CCR for the amount of food waste contamination that was found in the <br /> ADC green waste. The facility was also cited for an area of concern Section 20690, <br /> 27CCRfor storing the stockpiled ADC with the disposal waste. There was no marker or <br /> separation from the ADC stockpile and the disposal area(see exhibit gg). <br /> On March 1, 2005 the EHD received a letter from the operations manager of Forward <br /> Inc. Landfill. The letter is a response to the January 2005, inspection of the facility (see <br /> exhibit hh). <br /> • On March 3, 2005 Ted Tasiopoulis an employee of the EHD received a request from San <br /> Joaquin County Storm Water Program to make an inspection at the Forward Inc. Landfill <br /> regarding a leachate release, picture were taken(see exhibit ii). <br /> On March 4, 2005, Robert McClellon of the EHD received an email form Heidi Melander <br /> of Brown, Vence and Associates, consultant for the City of Stockton. She was inquiring <br /> as to if the EHD had received anything regarding the justification of the amount of ADC <br /> Forward Inc. receives. Robert McClellon responded to her in March 14, 2005 stating the <br /> EHD had not received anything to date. <br /> On March 30, 2005, Michael Kith and Robert McClellon employees of the EHD <br /> conducted a monthly routine inspection and noted that the concentrations of methane gas <br /> in the monitoring probe GP 9 ranged from 20.8%to 55.7%. This was documented under <br /> the violation of Explosive Gases Control, Section 20919.5 of 27CCR. The facility was <br /> also cited for a violation Leachate Control Section 20790, 27CCR(this was later revised <br /> per request of the operator to violation for Site Maintenance 20750, 27CCR). The <br /> leachate was allowed to cross a road and collect in an onsite drainage. The operator made <br /> efforts to collect the leachate, but the discharge was still occurring. The facility was <br /> cited for an area of concern Section, 44014 (b), PRC, for the amount ADC and Beneficial <br /> reuse the facility was receiving. The EHD had previously requested the information at a <br /> meeting on December 16, 2004, on the inspection report of January 27, 2005, again at a <br /> meeting of March 15, 2005 and again on this inspection report(see exhibit jj). <br /> • <br />
