As you can see, they have a unmitigated <br />litter problem! <br />Litter is clearly offsite (violation of state minimum standards). At the time I took the photos (11:00 a.m. 12/27104) no <br />personnel were removing litter from this area. It simply was allowed to accumulate. <br />In my mind this is blatant disregards for California regulations. They should be issued a violation for off-site litter as well <br />given an order to install large fences to prevent future occurrences of this type. <br />This is the second time in 30 days that I have observed off-site in this area. <br />Additionally, you can see several areas that have been stabilized to prevent erosion. This work should have been <br />performed prior to the Wet Season (Oct. 15). 1 have notified the RWQCB, they performed an inspection and ordered <br />Forward to complete seeding/stabilization by 12/18/04. Obviously the work is still not complete.
