These procedures are in accordance and <br />compliance with the Solid Waste Facility Permits for each of the sites as referenced above and do not <br />necessitate a change to said permits. <br />1. Green waste loads from the City of Stockton will be directed to the Forward Resource <br />Recovery Facility (RRF) and unloaded on the concrete pad. <br />2. At a minimum, at least two personnel — one equipment operator and one laborer will operate <br />the RRF. Forward Landfill supervisory staff (Landfill Operations Manager and/or Foreman) <br />will provide oversight of the RRF operation. <br />3. The green waste material will be spread out on the one -acre concrete pad using a front loader in <br />order to inspect and sort the material. Typically, the green waste will be spread at a depth of <br />six to eighteen inches, dependent on the degree of contamination. <br />4. All loads will be inspected for unacceptable contaminants. The RRF staff will remove any <br />unacceptable contaminants as described in Title 14 17852 (a)(21) and 17868.5, and Title 27 <br />20690 (b)(3) to include specifically any items meeting the definition of "food waste" as <br />described in Title 14 17852 (a)(20). <br />5. All contaminants removed shall be deposited in refuse bins and transported directly to the <br />Forward Landfill for disposal. <br />6. After the green waste material has been spread and inspected and any contaminants removed, <br />the green waste will be pushed back into a pile by the front loader in order to facilitate loading <br />into a transfer truck for transport to the Forward Landfill.
