Charter Way • Stockton, CA 95206 <br />(209) 466.4482 • (800) 204.4242 • FAX (209) 466.1067 <br />Subject: Response to Inspection Conducted February 24, 2005, Forward Landfill, Facility <br />Number 39 -AA -0015 <br />Dear Ms. Heran: <br />The following actions and or answers are submitted in response to the facility inspection conducted on <br />February 24, 2005 and the associated Disposal Site Inspection Report received on March 15, 2005. <br />The replies are numbered as listed on the report. <br />1. As previously noted, some areas of concern related to ponding water and erosion cannot be <br />corrected until a period of sustained dry weather occurs which allows for operation of <br />equipment in the affected areas. <br />2. Due to the extremely high amounts of precipitation this season, there have been some small <br />areas of increased uneven subsidence on the inactive areas of the landfill. The landfill staff has <br />marked these areas and any necessary filling or regrading will be accomplished as soon as <br />weather conditions allow for proper repairs to be completed without any additional negative <br />effects. <br />3. The entire active face of the Forward Landfill has been inspected and where necessary. <br />additional cover has been placed to prevent the exposure of any waste. <br />4. In an attempt to minimize the working face during inclement weather in the days preceding the <br />above inspection, the stockpile for the incoming Treated Auto Shredder Waste (TASW) used <br />for Alternative Daily Cover (ADC) was placed in close proximity to the working face. Due to <br />the extended period of rain and the limited deck area available, the waste face advanced to an <br />area immediately next to the TASW stockpile. In the future, the ADC stockpile will be <br />relocated if the active waste face advances into the same area. <br />5. As part of the work to correct deficiency No 3 above, any exposed Processed Green Waste <br />(PGW) was covered. The Landfill Operations Foreman and Manager will track any areas of <br />exposed PGW and ensure that a layer of soil is placed prior to 21 days after the initial <br />placement of the PGW. <br />KZ <br />
