The solid waste facilities permit shall contain all terms and <br />conditions that the local enforcement agency determines to be appropriate for the operation of the solid waste facility. <br />The operator shall comply with all terms and conditions of the permit. <br />The 2003 Solid Waste Facilities Permit allows for a maximum weekly tonnage of 46,080 tons, not exceeding 8,668 tons <br />per day. The acceptance of waste is in excess of the maximum permitted daily tonnage is a violation of this section. <br />B. The inspection identified two violations of Title 27, Division 2, Subdivision 1, California Code of Regulations, <br />Consolidated Regulations for Treatment, Storage, Processing, or Disposal of Solid Waste. <br />1. Section 21600 — Report of Disposal Site Information. This standard requires, in part, that in order to maintain the <br />permit, the operator must file amendments to the Report of Disposal Site Information as required in Section 21665." Such <br />amendments or lack thereof may become the basis for changes in the permit or for revocation of the permit. The <br />submittal shall contain only those items listed in Section 21570(f) that have changed or otherwise specified by the <br />enforcement agency. <br />On July 23, 2004, the Alternative Daily Cover regulations took effect. These regulations require, per Title 27, California <br />Code of Regulations, Section 21600(b)(6)(B), each operator to estimate the range in tons of alternative daily cover <br />materials that are anticipated to be used, based on waste types, applicable cover to waste volume ratios, applicable <br />density conversion factors and engineering specifications. <br />Forward Landfill has yet to submit a Solid Waste Facilities Permit application for a Report of Disposal Site Information <br />amendment estimating the range in tons of alternative daily cover materials that are anticipated to be used, based on <br />waste types, applicable cover to waste volume ratios, applicable density conversion factors and engineering <br />specifications. <br />During the exit interview following the inspection, the landfill operations manager, James Moore stated that, in his <br />opinion, the Report of Disposal Site Information was out of date and the soil to cover ratio mentioned on page 4-10 was <br />not representative of current operations. <br />The failure to submit amendments to Forward Landfill's Report of Disposal Site Information is a violation of this <br />section. <br />Page 3 of 6 <br />Inspector <br />
