EMARONMENT HEALTH <br /> 1145 West Charger Way PERMITE VICES <br /> Stockton, CA 95206 <br /> TETRACHLOROETHYLENE DETECTIONS IN NORTHERN CALIFORNIA YOUTH CENTER <br /> WELLS, FORWARD LANDFILL — AUSTIN ROAD UNIT, SAN JOAQUIN COUNTY <br /> The Central Valley Regional Water Quality Control Board was recently informed that several <br /> water wells at the Northern California Youth Center (NCYC) have intermittent detections of <br /> Tetrachloroethylene (PCE). The unlined Austin Road Landfill, now part of Forward Landfill, is <br /> a known source of chlorinated solvent groundwater pollution. The known extent of the <br /> groundwater plume from Austin Road Landfill is upgradient and slightly side-gradient of the <br /> Youth Center wells and is a likely source of the pollution. <br /> Please submit a plan to investigate whether the Austin Road Landfill is the source of the <br /> pollution in the NCYC wells by 30 November 2006. The plan should provide for completing <br /> the investigation by 28 February 2007. <br /> Enclosed with this letter are well information and sampling data submitted to us by the <br /> Department of Health Services and the NCYC.
