The enclosed,Monitoring Report Compliance Checklist summarizes our
comments on the report.
The source of low levels of volatile organic constituents (VOCs) in groundwater is likely from
de-gassing of the old Forward Landfill units. Forward continues to control and remove landfill
gas as a corrective action for VOC releases to groundwater.
The groundwater remediation of the VOC contaminant plume associated with the old Austin
Road Unit is ongoing. Recently, staff has been notified that PCE was detected in several
water wells at the Northern California Youth Center (NCYC). The unlined Austin Road unit is a
known source of chlorinated solvent groundwater pollution and is a likely source of the PCE.
On 1 November 2006, staff requested a plan to investigate whether the Austin Road unit is the
source of PCE in the NCYC wells. If the Austin Road Landfill proves to be the source of the
VOCs, corrective actions will be required to remediate the groundwater pollution at the NCYC
site.
if you have any questions please call me at (916) 464-4614.
Ross D.
