9 11,1 Page 1 of 2
Michael Kith [EH]
From: Kennedy, Keith [KKennedy@CIWMB.ca.gov]
Sent: Tuesday, November 28, 2006 4:04 PM
To: Robert McClellon [EH]; Michael Kith [EH]
Subject: RE: Draft ADC Field Testing Program Report
I finally got a chance to review this material. My comments are as follows. Some are very minor. Not
intended for Forward/BAS at this time.
• When a compactor "stands up" on the surface what exactly does this mean?
• Shredded Greenwaste should be referred to as Processed Green Material (PGM)
• Average thickness of the PGM on Test plot 1 is 1.02'. This is slightly above the maximum allowed per
regulation.
• Average thickness on Test plot 2 (not used in study) was 1.15' and Test Plot 3 was 1.26'. Both
thicknesses are above the average compacted thickness of less than 12 inches.
• On page 2-1 it states that "all parties agreed that this test play should be abandoned and re-constructed. I
don't remember formally agreeing to this.
• I calculated the density of Test Plot 2 as 825.93 pounds per cubic yard. Do you concur?
• Is the moisture content numbers for the PGM and TASW still pending?
• I found a pounds per cubic yard number of 2,700 for soil on the internet.
• In my opinion there is no need to include the pre-test information numbers since there was no LEA or
CIWMB oversight.
• Do you agree with their contention that a 10% to 15% loss of water by total weight could be expected.
What is this based on?
• Need to talk to you guys about page 3-2 and verify what they are indicating.
• How do they explain the regular use of tarps at the site?
You mentioned a discrepancy with truck numbers? Were there any other issues or changes from your
notations?
Keith Kennedy
Permitting and Enforcement Division
California Integrated Waste Management Board
(916) 341-6341
kkennedy@ciwmb.ca.gov
www.ciwmb.ca.gov
From: Robert McClellon [EH] [mailto:RMcClellon@sjcehd.com]
Sent: Wednesday, November 08, 2006 8:24 AM
To: Kennedy, Keith
Subject: FW: Draft ADC Field Testing Program Report
Keith, here is the information regarding the ADC testing at Forward Inc. I have not looked at it yet. Let me know what you
think.
