1.4 SOLID WASTE MONITORING • <br /> According to the Forward Landfill Operations Manager,Forward Landfill received a total <br /> of 443,576 tons of solid waste during the first quarter 2006 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the first quarter 2006 <br /> monitoring period. The following types of waste were received: <br /> Non-hazardous solid waste—435,878 tons <br /> Asbestos—609 tons <br /> Sewage and wastewater treatment sludge—7,089 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> During monthly landfill inspections, the CEHD regularly measured methane in perimeter <br /> soil-pore gas probes GP-11 and GP-12 at the Forward Landfill with concentrations up to <br /> 60 percent. In response to elevated methane concentrations measured in these probes, <br /> and in accordance with California Code of Regulations Title 27, Section 20937, Forward <br /> is currently installing additional landfill gas extraction wells and is working on <br /> optimizing the efficiency of the landfill gas extraction system. Furthermore,in <br /> accordance with CCR Title 27, Section 20937(a)(1),methane monitors are installed in <br /> all buildings at the site to protect public health and safety and the environment. During <br /> the first quarter 2006,no methane was detected in any of the facilities buildings. A copy <br /> of the landfill gas monitoring probe data is provided in Appendix A. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> 2.1.1 Sampling and Laboratory Analyses <br /> During the first quarter 2006, with the exception of well MW-17, all of the groundwater <br /> monitoring wells and surface water stations were sampled by Bryan A. Stirrat& <br /> Associates(BAS), an affiliate of GeoLogic Associates (GLA)on January 31 and <br /> February 1, 2006. Well MW-17 was not sampled this quarter due to an inoperable pump, <br /> which was pulled for repair Prior to collection of samples,depth-to-water measurements <br /> were recorded in all groundwater monitoring wells on January 31, 2006. All lysimeters <br /> were inspected and a vacuum was set on January 31,2006. The lysimeters were checked <br /> for soil-pore liquid on February 10, 2006 all lysimeters were dry and samples could not <br /> be obtained. <br /> A single sample set was collected from each sampling point and submitted to BC <br /> Laboratories, Inc. (BC) of Bakersfield, California, a state certified laboratory under <br /> contract to Forward. Samples were analyzed for the parameters stipulated in RWQCB <br /> Order No. R5-2003-0049. Table 2-1 summarizes site monitoring parameters, analytical <br /> methods, and monitoring frequency.
