Violation T27CCR20919.5 The concentrations of methane gas were as following: <br /> In GPI 1: 27.6%in shallow 54.2%in middle 49.6%in deep <br /> In GP12: 44.1 %in shallow 56.5 %in middle 27.70% in deep <br /> a. Ensure that the concentration of explosive gas at the property boundary is below 5%by volume. <br /> b. Follow directions listed in T27CCR20919.5(c)and in the Amended Notice and Order 03-01. <br /> c. Also see previous inspection report for the previous violation of this section. <br /> d. The compliance date for Amended Notice and Order 03-01 was November 20,2005. The compliance date <br /> passed. The facility is still in violation of T27CCR20919.5 Explosive Gas Control. <br /> 9. Notes: <br /> A. Observed area on fill surface with greenwaste ADC was mixed with soil. Operator indicated that soil was inadvertently <br /> mixed with greenwaste with tread dozer during wet conditions. Take measures to prevent mixing of soil with <br /> greenwaste ADC. Greenwaste ADC shall have a minimum thickness of 6 inches(and average compacted thickness of <br /> 12 inches)not to be mixed with soil. <br /> C. The extension of the Amended Notice and Order 03-01 expired on November 20,2005. The compliance date has passed. <br /> This facility is still in violation of T27CCR20919.5 Explosive Gas Control, <br /> D. Load checking program needs to be updated to include the requirement of the removal of the universal waste. <br /> E. Landfall gas odor was not detected at the leachate risers at time of site visit. Ensure that the risers are tightly sealed to <br /> prevent the release of landfill gas. Methane test at a riser indicated zero percent methane. Not able to test remaining <br /> risers due to muddy/wet conditions at time of site visit. <br /> F. On March 29,2006,this facility used 143 tons of TASW of beneficial reuse material as cover(significantly less than <br /> the reported use of 1,340.96 Tons TASW on February 7,2006.) Maintain beneficial reuse of this material in restricted <br /> quantities,no more than necessary to meet the minimum requirements of T 27 CCR 20686(a). <br /> G.
