3. The minimum factor of safety under the northern portion of WNW FU -06 under the planned maximum <br />fill configuration (refuse elev. 150 8) is 1.8. The critical failure surface extends from approximately <br />the crest of refuse, through the refuse mass, and then along the base liner. <br />4. The stability analysis assumes the base liner interface shear strengths between the clay and textured <br />HDPE are a friction angle of 18 degrees and an apparent cohesion of 0 psf and a friction angle of 10 <br />degrees and an apparent cohesion of 1,000 psf for normal load ranges from 0 to 6,500 psf and from <br />6,500 to 17,000 psf, respectively. The base liner interface strength between the cushion geotextile and <br />the textured HDPE geomeinbrane is a friction angle of 15.5 degrees and zero cohesion and a friction <br />angle of 9.5 degrees and an apparent cohesion of 1,000 psf for normal load ranges from 0 to 8,000 psf <br />and from 8,000 to 16,000 psf, respectively. The slope liner interface shear strengths are assumed to be <br />a friction angle of 7 degrees and no cohesion. <br />5. The maximum refuse fill height and slope for WMU FU -06 should be reevaluated based on actual <br />direct shear test results on the base and slope liner interfaces. <br />E <br />11 <br />
