I* I INTRODUCTION <br />1.1 Purpose <br />This Construction Quality Assurance (CQA) Manual has been prepared for Forward, Inc. (Forward) <br />by a Registered Civil Engineer in accordance with Title 27, California Code of Regulations (CCR), <br />Division 2, Sections 20323 and 20324, titled "CQA Plan and CQA Requirements." This manual <br />describes CQA procedures for construction of the liner and leachate collection and removal system <br />(LCRS) for Waste Management Unit FU -06 (WMU FU -06). The CQA Manual outlines the specific <br />field and laboratory testing and monitoring procedures required to demonstrate that WMU FU -06 is <br />constructed in accordance with Title 27 requirements. <br />The southern portion of WMU FU -06 is designed to comply with the construction standards of Title <br />27 by using a composite liner and blanket LCRS. The northern portion of WMU FU -06 overlies the <br />interim final cover for the Existing Austin Road Landfill. The interim final cover for the Existing <br />Austin Road Landfill was constructed in the fall of 2002 and consists of a 2 -ft thick foundation layer, <br />1 -ft thick clay liner, and 1 -ft thick vegetative layer. The vegetative layer (stripped of vegetation) in <br />combination with the clay liner for the interim final cover will serve as the base liner for WMU FU - <br />06. A CQA Report for the interim final cover was submitted and approved by the RWQCB (Final <br />Construction Quality Assurance Report for Closure Construction of the Austin Road Portion of the <br />Forward Landfill, Vector Engineering, 2002). Following placement of refuse in the northern portion <br />of WMU FU -06, an interface liner will be placed on the south facing refuse slope. <br />Following the completion of the work for WMU FU -06, the Quality Assurance/ Quality Control <br />(QA/QC) Consultant will prepare a final CQA Report. The CQA Report shall be submitted to the <br />Owner within 20 days of construction completion. The purpose of the CQA Report is to document <br />that the materials and construction processes comply with the WMU FU -06 design and regulatory <br />requirements. As -built drawings and a discussion on the refuse fill stability of WMU FU -06 based <br />on the actual interface shear strength test results obtained during the CQA testing program shall also <br />be included. <br />1.2 Project Description <br />Lewis Engineering designed WMU FU -06 in accordance with Forward's Waste Discharge <br />Requirements (WDR Order No. R5-2003-0049), as well as applicable state and federal regulations. <br />The provisions of particular importance regarding the design are: <br />The WMU FU -06 lining and leachate collection and removal system (LCRS) design <br />shall conform to construction standards of Title 27 by using a composite liner and <br />blanket LCRS. <br />• WMU FU -06 will be designed, operated, and maintained to prevent inundation, <br />washout, erosion, and slope failure resulting from flooding caused by a 24-hour storm <br />with a 1,000 year return period. <br />Page 1 <br />
