In addition to Forward's inspections, the San Joaquin County Environmental Health
Department(CEHD)performed inspections at the facility on July 28 and August 31,
2006. The facility was inspected in September but the inspection report was not
submitted to Forward at the time of this report. The following table summarizes the
Standard Observations and Responses submitted by the CEHD for the third quarter 2006.
Completed inspection forms are presented in Appendix A.
Date Observation Response
July 28,2006 The Report of Disposal Site Information Forward to resubmit an updated
(RDSI)has not been amended to include JTD to the LEA to include
information in Title 27 CCR§21600(b)(6)(B). information in Title 27 CCR
§21600(b)(6)(B)and address
conflicts with existing approvals
for the facility.
August 31,2006 The Report of Disposal Site Information Forward to resubmit an updated
(RDSI)has not been amended to include YTD to the LEA to include
information in Title 27 CCR§21600(b)(6)(B). information in Title 27 CCR
§21600(b)(6)(B)and address
conflicts with existing approvals
for the facility.
1.4 SOLID WASTE MONITORING
According to the Forward Landfill Operations Manager, Forward Landfill received a total
of 513,109 tons of solid waste during the third quarter 2006 (Appendix A). Figure 1-2
shows the approximate location of waste placement during the third quarter 2006
monitoring period. The following types of waste were received:
Non-hazardous solid waste—503,437 tons
Asbestos—943 tons
Sewage and wastewater treatment sludge—8,729 tons
1.5 LANDFILL GAS MONITORING
Forward is currently installing additional landfill gas extraction wells, and working to
optimize the efficiency of the landfill gas extraction system. During the third quarter
2006 monitoring period, methane was measured at concentrations less than five percent
in perimeter soil-pore gas probes, suggesting that the landfill gas extraction system is
effectively reducing methane concentrations along the perimeter of the Forward Landfill.
A copy of the landfill gas monitoring probe data is provided in Appendix A.
D:\2003_021\ForwardAustin_sum06.doe
3 Geologic Associates
