;Cry ' L VALLc r MCWUNAL WATER QUALI 1 Y UUN I KUL BOARD
DATE: 30 August 2006
FACILITY: Forward Landfill
DISCHARGER: Forward Inc.
LOCATION & COUNTY: 9999 S. Austin Rd. Manteca, San Joaquin County
CONTACT(S ): Kevin Basso and Ruben Ramirez
INSPECTION DATE: 30 August 2006
INSPECTED Y: Ross Atkinson & Mary Boyd
ACCOMPANIED : Ruben Ramirez
SUMMARY: Inspection of construction for new cell FU-06. They have completed the
compacted clay component of the liner and are beginning to install the HDPE component. The
sump and leachate drainage system have been excavated in the clay. The clay is tight with few
minor cracks, it has been kept moisturized and the surfaced worked with a roller. At the time of
the inspection they were installing GCL and HDPE on the interface liner with the old Austin
Road cell. The leachate collection pond and the storm water pond were inspected both appear
to be intact; estimated 10 feet of freeboard in the leachate pond, the storm water pond is dry.
Interim cover on the old Forward cells and on the recent Austin cells is generally in good shape,
minor erosion from last rainy season has been corrected. There are some thin patches in the
vegetation cover, the operations manager states they will be re-hydroseeding at the end of
September. They have started their preparations for the rainy season. No violations were
noted.
Ross Atkinson
Associate Engineering Geologist
IWQS Inspection#743688
Approved.
