I <br /> Toxic Substances Control (DTSC). The WMUs at the existing Forward Landfill are permitted to <br /> accept both Class II and Class III waste. The landfill has also received a variance to dispose of <br /> asbestos containing material (ACM). The existing Forward Landfill is currently pennitted to <br /> * accent 6,680 tons per day of refuse. Other industrial operations on-site include a transfer <br /> station/resource recovery facility (which is currently being used for.composting) and , <br /> sedimentation/detention ponds. In addition, contaminated soils are accepted at the Forward <br /> Landfill for temporary storage until the required analytical testing is received. <br /> The existing Austin Road Landfill is an active solid waste landfill that accepts Class 111 wastes <br /> * (municipal solid waste, including residential and commercial wastes). Itis currently permitted to <br /> acce t 1,200 tons per day of refuse. Other industrial operations on-site include a gas to energy <br /> power plant ("Cogeneration Facility") and a groundwater treatment plant (used to.treat <br /> contaminated groundwater at the existing Austin Road Landfill). The Cogeneration Facility is <br /> operated and permitted by Ogden Power Pacific, Inc. <br /> Both landfills make use of heavy-duty diesel powered mobile equipment to assist in the transport <br /> and landfilling of waste. In addition, both landfills.have plans to install additional landfill gas <br /> (LFG) collection systems as well as flares to abate the collected LFG. <br /> Ancillary activities at both landfills include an entrance facilities area, scales and scale houses, <br /> water production wells, and maintenance and storage areas.. The landfills also have stockpiles of <br /> non-contaminated concrete to use for building roads on-site. Potential ancillary facilities that <br /> may be constructed include additional entrance and administration facilities. <br /> The following modifications are proposed for the landfill expansion: <br /> ■ Use the wedge between the existing landfills for placement of refuse; <br /> ■ Lower the base grades in future waste management units at the existing Austin Road <br /> Landfill expansion areas to match the base grades at the existing Forward Landfill; <br /> ® Raise the final grades at the existing Austin Road Landfill expansion area; <br /> • Allow the combined landfill to accept Class II waste, Class III waste, and ACM; <br /> ■ Revise the hours of operations from 6 a.m. to 6 p.m., Monday through Saturday; at the <br /> existing Forward Landfill, and 6 a.m. to 3 p.m.,Monday through Friday, at the existing <br /> Austin Road Landfill, to 4 a.m. to 12 a.m., Monday through Sunday, at the combined <br /> landfills; and <br /> ■ Combine the individual daily tonnage values for each existing landfill into one tonnage <br /> rate for the combined landfills. <br /> y:/Forward-Austin/Report/masterrepoil.doc 2-2 ENVIRON <br />
