Jan-21 . 2006 3. 11PM No.UZU6 N. 6/6
In the event that the total concentrations exceed ten times the LEA Clean Soil Levels,
then one of two paths may be pursued. First, the material will be fixrther evaluated for
soluble concentrations of the suspected contaminants to determine whether the material
can be classified as Clean Soil (ie. soluble concentrations are below the LEA Clean Soil
Levels). An alternative path may be to simply pass on any additional testing and classify
the material as Contaminated Soil in which case it would count towards the daily and
weekly tonnage caps in the S WFP.
BAA MD Regmlation 8 Rule 40
This regulation defines soils with organic contents greater than 50 ppm(parts per million),
as"Contaminated Soil." Generators sample and analyze the soil in the manner prescribed
by BAAQMD Regulation 8, Rule 40 and submit the analytical results, as part of the soil
profile(See"Soil Evaluation Process " above.).
Soils with organic contents greater than 50 ppm, as measured in the manner prescribed in
BAAQ'MD ,Regulation 8, Rule 40, are identified and reported as Contaminated Soil at
Forward Landfill and would count against the tonnage cap.
Physical Characteristics
This is an internal Forward Landfill standard. If loads of soil contain items such,as large
Pieces of concrete or Excessive debris that render them unsuitable for the beneficial uses
outlined above, the soil is identified and reported as Contaminated Soil at Forward
Landrl I and would count against the tonnage cap_
please contact me at (925) 671-5825 if you have any questions or comments regarding
this matter.
Very truly yours,
Curtis G.Fujii
Environmental Manager
Cc Kevin Basso,Forward,Inc.
Lochlin Caffey, Allied Waste Industries
Sangeeta Lewis, Lewis Engineering
John Boucher,Bryan A.
