WASTE DISCFIARGF REQUIREMENTS ORDER NO. R5-2003-0049 <br /> FORWARD INC. AND ALLIED WASTE INDUSTRMS -3- <br /> FOR OPERATION OF <br /> FORWARD CLASS Il LANDFILL <br /> SAN JOAQ•UIN COUNTY <br /> 13. The Discharger discharges wastes containing greater than one percent friable asbestos in <br /> units with single composite liners. These wastes are classified as 'hazardous' under Title 22 <br /> of CCR. However, bccause these do not pose a threat to groundwater quality, Seetiorm <br /> 25143.7 of the Health and Safety Code permits their disposal in any landfill which has waste <br /> discharge requirements that specifically permit the discharge,provided that the wastes are <br /> handled and disposed of in accordance with applicable statutes and regulations. <br /> 14. DTSC has granted a shredder waste variance, for the-purposes of disposal, from hazardous <br /> waste management requirements pursuant to Title 22 of the CCR_ Shredder waste is any <br /> cion-recyclable wastes which results .from the shredding of automobile bodies (fromm which <br /> batteries, mufflers, and exhaust pipes have been removed), household appliances, and sheet <br /> metal. <br /> 15. The Discharger proposes to discharger sha•edder waste to units with single composite linters. <br /> 16.The Discharger proposes to discharge dewatered sewage and water treatment sludges to units <br /> with single composite liners. I.f disposed directly into the landfill sludge is mixed with <br /> refuse, the mixed sludge will not exceed the moisture holding capacity of th.e refuse. Sludges <br /> containing excess moisture may beau-dried on a permed compacted clay pad. When dry the <br /> sludge and underlying soil are disposed in the WMCI. <br /> 17. The Discharger accepts soils contaminated with less than hazardous levels of petroleum <br /> hydrocarbons. These soils are either treated in the land treatment unit, or discharged to Class <br /> II landfill units. The Discharger has demonstrated that soil contaminated with less than <br /> hazardous levels of petroleum hydrocarbons can be transformed to a `nonhazardous solid <br /> waste' in the treatment unit. <br /> 18. Leachate.from the landfill units and liquid wastes described ' Discharge Specification B.3. <br /> will be discharged to rl�ree Class:Q surface impoundments that are planned for the site. Class <br /> U impoundment WMT-1 F Nortli is located at the southwest comer of the existing Forward <br /> Landfill. A second Class lI impoundment will be constructed south of South Branch Creek <br /> and a third Class II impoundment will be constructed southwest of the old Austin Road <br /> Landfill. If leachate production exceeds impoundment capacity,excess leachate will either <br /> be contained in temporary on-site above ground tanks or will be transported to Stockton, <br /> Municipal Utility District wastewater treatment plant foroff-site disposal. <br /> 19. VINM_A, an 8-acre unit on the northeast corner of the old Forward Landfill is a closed Class <br /> I(hazardous waste) landfill unit. Documented hazardous waste discharged to VvrW-A <br /> include metals, sulfides, hydroxides, kiln waste, hydrocarbons,phosphoric acid and other <br /> sludges, acids and bases, filter cake from.metal plating operations, pesticides and herbicide <br /> residues, wood preserving chemicals, fonualdehyde,phenolic resins, and rotary drilling <br /> fluids.
