WASTE DISCHARGE REQUIREMENTS ORDER N0. R5-2003-0049 -12- <br /> FORWARD INC. AND ALLIED WASTE INDUSTRIES <br /> FOR OPERATION OF <br /> FORWARD CLASS II LANDFILL <br /> SAN JOAQUINCOUNTY <br /> 56. Construction will proceed only after all applicable construction quality assurance plans have <br /> been approved by Executive Officer. <br /> 57. The discharger proposed to construct two Class ll surface impoundments to contain and <br /> evaporate leachate fxom.solid waste management units, An engineered alternative to the <br /> prescriptive liner requiremonts of Title 27 is proposed for the Class U Surface Impoundments. <br /> The engineered alternative consists of from the top down: <br /> a. A primary 60-mi]-thick High Density Polyethylene (HDPE) geoniembrane <br /> b. A geonet drainage layer, as a Leachate Collection and Removal System (LCRS) <br /> c. A secondary 60-mil-thick FIJDPE geomembrane and <br /> d. A GCL in place of the compacted clay liner. <br /> 58. The surface impoundment will have a geonet LCRS blanket across the entire area of the <br /> pond. The LCRS stunp wil l be constructed of a gravel collection area and will have the <br /> capacity to store a minimum of twice the maximum anticipated daily volume of leachate. <br /> Liquids removed from the LCRS will be returned to the surface impoundment. The sump <br /> includes with a high level alarm, if liquids trigger thelevel alarm the sump will be pumped <br /> out. <br /> 59. The Discharger proposes a pan lysimeter tinder the LCRS sump as an unsaturated zone <br /> monitoring system per the requirements of Title 27 Section 20415(d). The pan lysimeters <br /> will include a sump area that is accessed with a pipe. Any liquids that are detected in the <br /> VZMS sump will be removed and returned to the surface impoundment. The sump will <br /> include a high-level alarm, if liquids trigger the level alarm the sump will be puratped out. <br /> 60. The existing landfill gas extraction systeni at Austin Road landfill consists of 30 vertical gas <br /> extraction wells, a horizontal gas collection trench, a gas collection pipe system with <br /> condensate collection, and a gas-to energy electrical power plant. The existing system did <br /> not capture all Iandfill gas generated by the landfill and the system is currentlyurndergoing <br /> expansion. The expansion consists of 74 vertical gas extraction wells, a gas collection <br /> system with condensate collection, and a flare station to incinerate the gas. <br /> 61. Old Forward landfill has a landfill gas extraction to capture gas from Waste Management <br /> Unit B. The system consists of 18 vertical gas extraction wells and a gas collection pipe <br /> system with condensate collection. Gas from Forward is piped to the Austin Road flare <br /> station. <br /> 62. The landfill gas extraction system will expand as needed.
