4.3 WASTE STREAM <br /> Forward has performed a health risk assessment to assess potential environmental <br /> impacts of the waste stream. The health risk assessment was completed in March <br /> 2002. The health risk assessment is discussed further in the Draft Environmental <br /> Impact Report. <br /> Forward is permitted to accept a maximum of 8,668 tons/day of Class III Wastes <br /> and Class II Wastes for disposal (i.e., Class II Wastes that cannot be diverted from <br /> disposal for beneficial use) as described above. <br /> 4.3.1 MATERIALS ACCEPTED FOR BENEFICIAL REUSE <br /> The Forward Landfill accepts materials for beneficial uses such as alternative daily <br /> cover(ADC), wet weather deck preparation, internal haul road improvements and <br /> earthen drainage control improvements. The maximum tonnage for each <br /> beneficial reuse material accepted at the Forward Landfill are as follows: <br /> MATERIAL TYPE MAXIMUM LIMIT <br /> tons da <br /> Green Waste and Com ostable Material ADC 1 760 <br /> Contaminated Soil 4,200 <br /> Beneficial Inerts other than soil 550 <br /> Ash and Cement Kiln Dust ADC 1,760 <br /> Treated Auto Shredder Residue ADC 2,915 <br /> C&D Inert Material ADC 1,943 <br /> Other ADC Materials e. . shredded tires 1 943 <br /> To establish the limits for ADC shown above, Forward conducted field tests at the <br /> landfill to determine the quantity of material required to cover refuse. Consistent <br /> with discussions with the LEA, the test for green waste was considered to indicate <br /> also the quantity of ash or cement kiln dust necessary, and the test for treated auto <br /> shredder residue was considered to indicate also, the quantity of C&D ADC <br /> necessary. Forward conducted the test for green waste several years ago and <br /> documented the results in a December 20, 2002 letter to Ms. Donna Heran, <br /> Director, San Joaquin County Environmental Health Division.
