Third Quarter 2007 Groundwater Treatment <br /> Facility Monitoring Report <br /> Forward Landfill WDR Order No. R5-2003-0080 <br /> 1.0 Summary <br /> This Third Quarter 2007 Monitoring Report for the Forward Incorporated (Forward) <br /> Landfill Groundwater Treatment Facility (GTF)presents the monitoring results for <br /> influent and effluent. This report was prepared as stipulated by the Central Valley Regional <br /> Water Quality Control Board (CV Water Board)Waste Discharge Requirements (WDR) <br /> Order No. R5-2003-0080,which was adopted on April 25,2003. <br /> After reviewing the information presented in this document, the following conclusions were <br /> made: <br /> • The GTF operated for 1,947 hours between July 1 and September 30, 2007,at 88.2 percent <br /> uptime, and treated 24.158 million gallons of groundwater. During this period,the GTF <br /> removed approximately 3.4 pounds of volatile organic compounds (VOC). <br /> • During third quarter 2007, the effluent samples collected in July,August, and September <br /> met WDR Order No. R5-2003-0080 for VOCs. No VOCs were detected. <br /> • Trichloroethene was initially detected in the effluent sample collected on August 2,2007, <br /> at a concentration slightly above the method detection limit. The GTF was resampled <br /> and shut down on August 16, 2007.The analytical laboratory reported that the <br /> trichloroethene detection in the August 2 sample was the result of carryover from a <br /> previously analyzed sample. The laboratory reanalyzed the August 2 sample within <br /> holding time and no VOCs were detected. No VOCs were detected in the confirmation <br /> effluent sample collected on August 16,2007.The GTF was restarted on August 17. <br /> • New radio receivers were installed at extraction wells (EW)-1 and EW-2 on July 25,2007. <br /> The new receivers are equipped with signal strength meters and the GTF radio control <br /> system was switched to the frequency that yielded the strongest signals at both EW-1 <br /> and EW-2.The omnidirectional antenna at EW-2 was replaced with a directional <br /> antenna.These changes were implemented to increase signal strength and eliminate <br /> signal interference and intermittent extraction well cycling. <br /> • The voltage monitor relay at EW-2 and the GTF radio control transmitter antenna <br /> coaxial cable (coax)were replaced on August 9,2007,to further eliminate extraction well <br /> cycling. <br /> RDD/072830006(CLR3709.DOC) i <br />
