In addition to Forward's inspections, the CEHD performed inspections at the facility on <br /> April 26,May 24, and June 20,2007. The following table summarizes the Standard <br /> Observations and Responses submitted by the CEHD for the second quarter 2007 <br /> monitoring period. Completed inspection forms are presented in Appendix A. <br /> Date Observation Response <br /> April 26,2007 No violations were noted. <br /> May 24,2007 The facility was receiving co-generation ash, Forward to revise the applicable <br /> sewage sludge,and waste tires,as beneficial reports to reflect the reuse as <br /> reuse,which is a violation of CCR Title 27 disposal. <br /> §20686(b). <br /> June 20,2007 The facility was receiving co-generation ash, Forward to revise the applicable <br /> sewage sludge,and waste tires,as beneficial reports to reflect the reuse as <br /> reuse,which is a violation of CCR Title 27 disposal. <br /> §20686(b). <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 322,986 tons of solid waste during the second quarter 2007(Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the second quarter 2007 <br /> monitoring period. The following types of waste were received: <br /> Non-hazardous solid waste—322,986 tons <br /> Asbestos—4,442 tons <br /> Sewage and wastewater treatment sludge—5,101 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> During the second quarter 2007 no perimeter soil-pore gas probes exceeding the <br /> regulatory limit of 5 percent, suggesting an improvement in landfill gas at the site. In <br /> accordance with California Code of Regulations Title 27, Section 20937,Forward <br /> continues to install additional landfill gas extraction wells(as needed), and makes regular <br /> adjustments to the landfill gas extraction system to optimize efficiency of the landfill gas <br /> extraction system. Furthermore, in accordance with CCR Title 27, Section 20937(x)(1), <br /> methane monitors are installed in all buildings at the site to protect public health and <br /> safety and the environment. During the second quarter 2007, no methane was detected in <br /> any of the facilities buildings.
