Co-generation Ash <br /> 2. Sewage Sludge <br /> 3. Waste Tires <br /> The materials were reported as being beneficial reused.On numerous occasions the waste materials were taken to <br /> the disposal area and place directly into the working face as disposal. The records tracking the materials used for <br /> cover do not reflect that the materials were ever used as cover. The waste tire waste does not qualify for use as <br /> ADC without a demonstration project(Snipes and Shreds).The waste tire materials do not meet the particle-size. <br /> The LEA staff during routine inspection has never seen the waste tires used as ADC. <br /> Title 27 CCR states that "the owner or operator shall revise the applicable reports to reflect the overuse as <br /> disposal,and pay the required.Board of Equalization(BOE)disposal tipping fees for the amount of overuse- <br /> AC <br /> verusesAC T27CCR 20690—Alternative Daily Cover—The tarps used to cover the active face were torn.The torn tarps left <br /> waste exposed. Properly repair or replace the torn tarps prior to use of tarps. <br /> AC T27CCR 20750—Site Maintenance—On May 9,2007,the General Manager for the site called and notified the <br /> EHD that there was a fire at the landfill the earlier that morning. During a site visit by EHD staff later that day it <br /> was evident that the fire was a subsurface landfill fire.The site operator indicated that they put 4000 gallons of water <br /> and used soil to cover the area. <br /> 1. Restrict access to the area <br /> 2. Continue to monitor the affected area and the gas system <br /> 3. Notify the EHD if the monitoring indicates the fire continues to burn. <br /> Notes: <br /> A. The working face was covered with a tarp measuring 90x75 ft.The types of cover used were soil,TASW and tarps. <br /> B. Health and Safety—A few of the site users did not where the required safety vest and hardhat. <br /> C. The site was broken into through the back gate.The event was not documented in the"Special Occurrences Log". <br /> D. Monitoring of the green waste piles needs to include un-processed material <br /> E. Onsite litter was minimal. <br /> F.
