November 21, and December 21, 2007. During the monthly inspections no violations
0 were noted. Completed inspection forms are presented in Appendix A.
1.4 SOLID WASTE MONITORING
According to the Forward Landfill Operations Manager, Forward Landfill received a total
of 346,532 tons of solid waste during the fourth quarter 2007 (Appendix A). Figure 1-2
shows the approximate location of waste placement during the fourth quarter 2007
monitoring period. The following types of waste were received:
Non-hazardous solid waste—338,479 tons
Asbestos—433 tons
Sewage and wastewater treatment sludge—7,620 tons
1.5 LANDFILL GAS MONITORING
During the fourth quarter 2007 no perimeter soil-pore gas probes exceeding the
regulatory limit of 5 percent, suggesting an improvement in landfill gas control at the site.
In accordance with California Code of Regulations Title 27, Section 20937, Forward
continues to install additional landfill gas extraction wells (as needed), and makes regular
adjustments to the landfill gas extraction system to optimize efficiency of the landfill gas
extraction system. Furthermore, in accordance with CCR Title 27, Section 20937(a)(1),
0 methane monitors are installed in all buildings at the site to protect public health and
safety and the environment. During the fourth quarter 2007, no methane was detected in
any of the facilities buildings. A copy of the landfill gas monitoring probe data is
provided in Appendix A.
2.0 FORWARD UNIT
2.1 WATER QUALITY MONITORING
2.1.1 Sampling and Laboratory Analyses
During the fourth quarter 2007, depth-to-water measurements were recorded in all wells
on November 5, 2007, and the groundwater monitoring wells were sampled by ATC
Associates (ATC)between November 5 and 8, 2007. Surface water stations were
reported dry, and as a result, no samples were collected during the fourth quarter 2007
monitoring period. All lysimeters were inspected and a vacuum was set on November 8,
2007. The lysimeters were checked for soil-pore liquid on December 13, 2007, and
sufficient soil-pore liquid was present to collect samples from lysimeters E-2, W-2,
LY-A, and LY-BG 1. Of note, lysimeter D-01 has been buried and Forward is working to
locate the lysimeter.
A single sample set was collected from each point containing sufficient liquid and
submitted to BC Laboratories, Inc. (BC) of Bakersfield, California, a state certified
laboratory under contract to Forward. Samples were analyzed for the parameters
D:12007_0043Tomard Austin_4Q07.doc
3 Geologic Associates
