a total of five VOCs, including three VOCs above the PQL, were measured in the <br /> lysimeter samples collected during the fourth quarter 2007 monitoring period. <br /> 2.1.6 Surface Water Monitoring <br /> Site run-on and run-off control facilities are designed to effectively channel surface water <br /> to site stormwater/sedimentation ponds. According to the Operations Manager, no <br /> surface water was discharged from the facility during the reporting quarter. During the <br /> fourth quarter 2007 monitoring period surface water stations FSW-1 and FSW-2 were <br /> reported to be dry, and as a result, no samples were collected. <br /> 2.1.7 Leachate Monitoring <br /> Leachate sumps are inspected for the presence of leachate and observations are recorded <br /> at least weekly by Forward Landfill personnel. If leachate is detected in a sump, it is <br /> pumped into the surface impoundment(WMU F) for evaporation. During the fourth <br /> quarter 2007, leachate was observed at holding areas WMUD-93/94, WMU D-02, <br /> WMU FU-03, WMU FU-04, WMW FU-05, and WMU FU-06. The other holding areas <br /> were reported to be dry by Forward Landfill personnel. Freeboard at WMU-F ranged <br /> from approximately 9.42 feet to 9.92 feet during the fourth quarter 2007 monitoring <br /> period. Appendix A presents copies of the leachate logs and the freeboard observation <br /> logs. <br /> Leachate samples were collected on a monthly basis and analyzed in the field for pH and <br /> specific conductance. In addition to monthly monitoring, the leachate is sampled <br /> annually during the fourth quarter monitoring period for the parameters listed in Table 2- <br /> 1. Results of monthly field monitoring measurements and analytical results for the fourth <br /> quarter 2007 are presented in Table 2-7. As shown on Table 2-7, 10 dissolved metal <br /> constituents were measured with six above their PQL; seven VOCs were measured with <br /> five above their PQL; four semi-volatile organic compounds (SVOCs) were measured <br /> above their PQL; and one herbicide (2,4,5-T) was measured above its PQL in the leachate <br /> sample collected during the fourth quarter 2007 monitoring period. No pesticides were <br /> detected. The results of the annual leachate sample indicate that of the constituents <br /> detected; only benzoic acid is a potential new constituent of concern (COC). A <br /> verification sample will be collected from the Forward leachate sample point in May <br /> 2008 and the results will be reported with the second quarter 2008 monitoring report. <br /> Value Engineering conducted a gas test of the leachate collection and removal system <br /> (LCRS) on August 23, 2007 at the Forward Unit. The test results indicate that an open- <br /> air conduit is present across the LCRS units, and no excessive leachate is backed up in <br /> the drainage layer or sump of the LCRS units.
