1.0 INTRODUCTION
On
behalf of Forward Inc. (Forward), this report presents water quality monitoring data
generated during the fourth quarter 2007 monitoring period and also presents an annual
summary of the monitoring result for the 2007 monitoring year for the Forward Landfill
in San Joaquin County, California. Monitoring was performed in accordance with
requirements listed in the Central Valley Regional Water Quality Control Board
(RWQCB) Order No. R5-2003-0049. For reporting purposes the water quality
monitoring network consists of two units: the Forward Unit and the Austin Unit. Section
1 provides a description of the monitoring network, site inspections, and standard
observations; Sections 2 and 3 include discussions of water quality data for the Forward
and Austin Units, respectively.
1.1 MONITORING NETWORK
The water quality monitoring network at the Forward Unit currently includes 15
groundwater monitoring wells (five of which are dual depth well pairs), one domestic
well, two surface water monitoring stations, and 17 lysimeters(Figure 1-1). Well
MW-24 was recently constructed in anticipation of the proposed southwesterly expansion
of the landfill. Monitoring wells at the Forward Unit have been constructed to monitor
groundwater at the facility as follows:
Forward Unit Groundwater Monitoring Network
Monitorin Point Monitoring Point I.D.
Groundwater Monitoring MW-22,MW-23R,MW-24
Wells—Background
Groundwater Monitoring MWAA/B,MW-2A/B,MW-3A/B,MW-10,
Wells—Compliance MW-13A/13,MW-14A/13,MW-15,MW-16,MW-17,MW-18,
MW-19,MW-21
Domestic Well DW-9690
Piezometers MW-113,MW-213,MW-313,MW-1313,MW-14B
Surface Water Stations FSW-1,FSW-2
Lysimeters E-1,E-2,W-1,W-2,LY-A,LY-BG 1,LY-E 1 A,LY-E 1 B,LY-E2A,
LY-E213,LY-POND-N,LY-POND-S,FU-03,D-93A,D-9313,
WMW-D-01,WMW-D-02
The monitoring network at the Austin Unit currently includes 14 groundwater monitoring
wells, two domestic wells, and two surface water monitoring stations (Figure 1-1). Of
note, wells AMW-5R and AMW-19BR were recently constructed as replacements to
wells AMW-5 and AMW-19B which were recently abandoned. The detection
monitoring program (DMP) wells are used to detect a potential release from the landfill,
while the corrective action program (CAP) wells are used to evaluate changes in water
quality caused by releases from the landfill and by subsequent corrective action
measures. Monitoring points at the Austin Unit have been constructed to monitor the
groundwater/surface water at the facility as follows:
D:\2007-0043\Fo—ardAustin_4QO7.doc
1 Geologic Associates
