1.0 INTRODUCTION
On behalf of Forward Inc. (Forward), this report presents water quality monitoring data
generated during the third quarter 2007 monitoring period for the Forward Landfill in San
Joaquin County, California. Monitoring was performed in accordance with requirements
listed in the Central Valley Regional Water Quality Control Board (RWQCB) Order No.
R5-2003-0049. For reporting purposes the water quality monitoring network consists of
two units: the Forward Unit and the Austin Unit. Section 1 provides a description of the
monitoring network, site inspections, and standard observations; Sections 2 and 3 include
discussions of water quality data for the Forward and Austin Units, respectively.
1.1 MONITORING NETWORK
The water quality monitoring network at the Forward Unit currently includes 19
groundwater monitoring wells, one domestic well, two surface water monitoring stations,
and 17 lysimeters(Figure 1-1). Monitoring wells at the Forward Unit have been
constructed to monitor groundwater at the facility as follows:
The monitoring network at the Austin Unit currently includes 14 groundwater monitoring
wells, two domestic wells, and two surface water monitoring stations (Figure 1-1). Of
note, well AMW-3, located in a portion of the landfill being developed, was abandoned
in April 2007, and damaged wells AMW-5 and AMW-19B were abandoned in August
2007. Wells AMW-5R and AMW-19BR were recently constructed as replacements to
wells AMW-5 and AMW-19B. Well AMW-19BR will be added to the monitoring
program beginning with the fourth quarter 2007 monitoring period. The detection
monitoring program (DMP)wells are used to detect a potential release from the landfill,
while the corrective action program(CAP)wells are used to evaluate changes in water
quality caused by releases from the landfill and by subsequent corrective action
measures. Monitoring points at the Austin Unit have been constructed to monitor the
groundwater/surface water at the facility as follows:
