Page 2 `of Z <br /> Faciti l!tForward Landfill, Inc <br /> 39-i ,ti015 Inspection Date: 08/09L20o7 <br /> acihty-File Nrrrrler `" <br /> Cments Continued: <br /> The following area of concern was rioted at the time of inspection: <br /> § 20919.5 -Explozive Gas Control <br /> Board staff and the LEA measured methane gas levels at three multidepth probes (GP-9, GP-11 & GP-12), <br /> using the LEA's LandTec GEM -2000. We obtained 0.00%readings for methane by volume of air in most of <br /> the monitored probes. However, on probe GP-11,we obtained readings of 2.5% @10 feet depth and 4.0% <br /> @the 35 feet depth. These levels of methane gas at the landfill boundary monitoring probe constitute an area <br /> of concern relative to the requirements of the SMS indicated above. <br /> Board staff and the LEA started the landfill inspection early in the morning at about 5:35 a.m. Refuse trucks <br /> were queued on the stretch of the access road leading up to the scales. Landfill operations started at 6:00 a.m. <br /> The operator was running two work faces, at two different waste management units. The compaction of the <br /> refuse and application of the daily cover during the previous day's operation appeared good. The operator was <br /> using combinations of soil,tarps, and treated auto shredder waste as cover and alternative daily cover over the <br /> compacted refuse. There was minimal amount of windblown litter around litter fences on the working faces. <br /> We observed litter control crew working at various locations within the landfill, collecting the litter. The <br /> operator also sent workers over to adjacent properties to collect windblown litter from trucks coming to and <br /> leaving the site. <br /> Over-all, other than the landfill gas issue discussed above,the operations at the Forward Landfill, Inc. were <br /> good at the time of the inspection. The internal roads were in good condition. Water truck was spraying on <br /> all work areas; access roads and work decks from the start of the operation. Spotters were effectively <br /> directing traffic at both work faces. All fall slopes were in good condition. The LEA made some suggestions <br /> for pre-winter grading of some top deck area, on the Forward Landfill portion of the landfill. <br /> Board staff and the LEA reviewed the disposal site and municipal solid waste landfill unit records. Most of <br /> the required records were in place, as approved by the LEA. Review of the 1 sl and 211d quarter landfill <br /> perimeter boundary gas migration monitoring probes,indicated that methane levels on a couple of the probes <br /> had exceeded the lower explosive limits. The probes that had shown elevated levels of methane gas readings <br /> will require more frequent monitoring to ensure that landfill gas migration does not occur in those areas. <br />
