The offsite litter was being picked up prior to the completion of the <br /> inspection that day. Generally offsite litter should take priority over onsite litter. <br /> 2.AC T27CCR 20919.5—Explosive Gas Control—The following gas migration compliance wells were monitored during <br /> the routine inspection: <br /> GP 9(S)0.0% CH4 GP 11 (S)2.4%CH4 GP 12(S)0.0%CH4 <br /> (I) 0.1% CH4 (I) 0.0% CH4 (I) 0.0%CH4 <br /> (D) 0.0% CH4 (D)4.0% CH4 (D)0.0%CH4 <br /> The facility operator needs to take the necessary steps to control the landfill gas at the boundary.Any changes or <br /> modifications to the gas extraction system must have prior approval from the SJVAPCD and the EHD.Review the <br /> Operations and Maintenance(O&M)manual to determine if all the required maintenance was conducted. Evaluate <br /> the O&M manual to determine if maintenance in adequate. <br /> 2. Notes: <br /> A. The site was using two working faces. One at the old Forward site and one at the Forward/Austin Road site. The <br /> cover used at the Forward/Austin Road site Tarps and TASW. The area covered with tarps measured 35 by 70 feet. <br /> The size of the previous days working face was hard to determine due to consecutive days use of TASW. The old <br /> forward working face was covered primarily with soil.The site had adequate cover. <br /> B. Health and Safety-A few of the site users did not where the required safety vest and hardhat. <br /> C. The old Forward site exhibited low spots.The low spots will require fill or regarding to insure that storm water does <br /> not pond.Properly fill or re-grade. <br /> D. The site has not been sending the quarterly gas monitoring reports for the site. Immediately send the quarterly gas <br /> monitoring reports to the EHD. <br /> E.
