First Quarter 2008 Groundwater Treatment <br /> 1 <br /> Facility Monitoring <br /> Forward Landfill WDR Order No. 5-2003-0080 <br /> 1.0 Summary <br /> This First Quarter 2008 Monitoring Report for the Forward Incorporated(Forward)Landfill <br /> Groundwater Treatment Facility(GTF)presents the monitoring results for influent and <br /> effluent.This report was prepared as stipulated by the Central Valley Regional Water <br /> Quality Control Board (CV Water Board)Waste Discharge Requirements(WDR) Order <br /> No. R5-2003-0080,which was adopted on April 25,2003. <br /> Following review of the information presented in this document,the following conclusions <br /> have been made: <br /> • The GTF operated for 1,854 hours between January 1,2008,and March 31,2008,at <br /> 84.9 percent uptime,and treated 22.167 million gallons of groundwater.During this <br /> period,the GTF removed approximately 2.0 pounds of volatile organic compounds <br /> (VOC). <br /> • During first quarter 2008,effluent samples collected in January,February,and March <br /> met WDR Order No. R5-2003-0080 for VOCs. No VOCs were detected. <br /> • A short circuit occurred inside the GTF 480-volt control panel on January 11,2008,that <br /> damaged the 480-volt feeder cables and the GTF main circuit breaker.The damaged <br /> 480-volt cables were replaced on January 17,2008.The GTF main circuit breaker was <br /> replaced on February 5,2008.The control panel penetration grommets were also <br /> replaced on February 5,2008,as a preventive measure to protect the feeder cables. <br /> • An apparent leak in the buried groundwater conveyance pipeline was repaired on <br /> February 13,2008. The leak was located beneath the isolation valve vault adjacent <br /> to EW-1. <br /> • The autodialer remote monitoring device was reprogrammed on February 29,2008,to <br /> correct parameters that defaulted as a result of the power outage on January 11,2008. <br /> 2.0 Operational Summary <br /> rY <br /> The GTF operated for 1,854 hours between January 1,2008,and March 31,2008, at <br /> 84.9 percent uptime,and treated 22.167 million gallons of groundwater at an average flow <br /> rate of 199 gallons per minute,or 0.287 million gallons per day.
