® fire in the south slope of FU-03,near the southwest comer. Forward personnel put out the fire with approximately 12,000 gallons of water, excavated the ashlbumt waste, and filled the void with clean soil. No other unusual conditions were identified during the third quarter 2008 monitoring period, (see signed"Certification Statement" located inside cover page, after the Table of Contents in this report). In addition to Forward's inspections,the CEHD performed monthly inspections at the facility on July 29,August 22, and September 17, 2008. No violations were noted during the third quarter 2008 monitoring period. Completed inspection forms are presented in Appendix A. 1.4 SOLID WASTE MONITORING According to the Forward Landfill Operations Manager, Forward Landfill received a total of 294,091 tons of solid waste during the third quarter 2008 (Appendix A). Figure 1-2 shows the approximate location of waste placement during the monitoring period. The following types of waste were received: Non-hazardous solid waste—286,352 tons Asbestos—736 tons Sewage and wastewater treatment sludge—7,003 tons 1.5 LANDFILL GAS MONITORING No perimeter soil-pore gas probes exceeded the regulatory limit of 5 percent during the third quarter 2008. In accordance with California Code of Regulations Title 27, Section 20937, Forward continues to install additional landfill gas extraction wells (as needed), and makes regular adjustments to the landfill gas extraction system to optimize efficiency of the landfill gas extraction system. Furthermore, in accordance with CCR Title 27, Section 20937(a)(1), methane monitors are installed in all buildings at the site to protect public health and safety and the environment. During the third quarter 2008, no methane was detected in any of the facilities buildings. A copy of the landfill gas monitoring probe data is provided in Appendix A. 2.0 FORWARD UNIT 2.1 WATER QUALITY MONITORING 2.1.1 Sampling and Laboratory Analyses During the third quarter 2008, depth-to-water measurements were recorded in all wells and the groundwater monitoring wells were sampled by ATC Associates (ATC)between August 11 and 14, 2008. Surface water stations were sampled on August 11, 2008. All lysimeters were inspected and a vacuum was set on August 14, 2008.
