Forward personnel put out <br /> the fire with approximately 12,000 gallons of water, excavated the ashlbumt waste, and <br /> filled the void with clean soil. No other unusual conditions were identified during the <br /> third quarter 2008 monitoring period, (see signed"Certification Statement" located inside <br /> cover page, after the Table of Contents in this report). <br /> In addition to Forward's inspections,the CEHD performed monthly inspections at the <br /> facility on July 29,August 22, and September 17, 2008. No violations were noted during <br /> the third quarter 2008 monitoring period. Completed inspection forms are presented in <br /> Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 294,091 tons of solid waste during the third quarter 2008 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste—286,352 tons <br /> Asbestos—736 tons <br /> Sewage and wastewater treatment sludge—7,003 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> No perimeter soil-pore gas probes exceeded the regulatory limit of 5 percent during the <br /> third quarter 2008. In accordance with California Code of Regulations Title 27, Section <br /> 20937, Forward continues to install additional landfill gas extraction wells (as needed), <br /> and makes regular adjustments to the landfill gas extraction system to optimize efficiency <br /> of the landfill gas extraction system. Furthermore, in accordance with CCR Title 27, <br /> Section 20937(a)(1), methane monitors are installed in all buildings at the site to protect <br /> public health and safety and the environment. During the third quarter 2008, no methane <br /> was detected in any of the facilities buildings. A copy of the landfill gas monitoring <br /> probe data is provided in Appendix A. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> 2.1.1 Sampling and Laboratory Analyses <br /> During the third quarter 2008, depth-to-water measurements were recorded in all wells <br /> and the groundwater monitoring wells were sampled by ATC Associates (ATC)between <br /> August 11 and 14, 2008. Surface water stations were sampled on August 11, 2008. All <br /> lysimeters were inspected and a vacuum was set on August 14, 2008.
