1.0 Introduction and Background
The Forward Landfill, owned and operated by Allied Waste Industries (Allied), occupies
approximately 567 acres in Manteca, California, and currently receives municipal solid waste
designated as non-hazardous solid waste. The facility accepts non-hazardous industrial waste,
including non-friable asbestos, contaminated soil, municipal wastewater treatment sludge,
construction and demolition waste, and other industrial and special wastes.
The landfill operates under the Forward Landfill Solid Waste Facility Permit 39-AA-0015 and its
associated requirements. This permit requires that asbestos emissions. be monitored at the
landfill on a semiannual basis. This plan is designed to satisfy this semiannual monitoring
requirement. Asbestos air monitoring will be performed during the course of asbestos containing
waste handling operations at the landfill. The results from this project will provide data for
evaluation of asbestos emission levels. Meteorological data for wind speed, wind direction,
ambient temperature, and barometric pressure will be obtained from a meteorological (MET)
station set up at the site, or from the nearest MET station.
This Asbestos Air Monitoring Plan presents the asbestos air sampling and analytical procedures
that will be used by Shaw Environmental Inc., (Shaw) in supporting the Forward Landfill
(landfill) monitoring project.
Project Responsibilities
Shaw's project organization is structured to include experienced professional and technical
specialists in the environmental disciplines. Shaw will be responsible for conducting the field
activities, sample collection and handling, data review, and meeting all reporting requirements
for the monitoring portion of the project. The monitoring objective is to sample for asbestos
ambient air levels at four representative site locations during an asbestos waste disposal
activity/operation that will occur during a particular week. Sampling will occur during normal
working hours_
The sampling locations will be within the landfill fenceline and close to the asbestos
grinding/operations with three samplers located in the predominant downwind locations with one
additional sampler co-located at one of the downwind locations. One sampler will be located on
the predominant upwind perimeter of the landfill. The sampling locations will be representative
of the worst-case condition on site for asbestos emissions from typical activities at the landfill.
spse-r+.um+rna,+ oawMrti,on:#aa
9.6.05 1-1
