February 28, and March 28, 2008. During the January inspection methane was measured <br /> at 9.6 percent in probe GP-9S,which resulted in a notice of violation for explosive gas <br /> control. Minor adjustments were made to the landfill gas(LFG)extraction system and <br /> during the February and March inspections no violations were noted. Completed <br /> inspection forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 337,108 tons of solid waste during the first quarter 2008 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the first quarter 2008 <br /> monitoring period. The following types of waste were received: <br /> Non-hazardous solid waste—328,841 tons <br /> Asbestos—683 tons <br /> Sewage and wastewater treatment sludge—7,584 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> With the exception of probe GP-9S, no perimeter soil-pore gas probes exceeded the <br /> regulatory limit of 5 percent during the first quarter 2008. As discussed above, minor <br /> adjustments were made to the LFG extraction system, and as a result, methane was <br /> ® measured at 0.1 and 0.2 percent in this probe during the February and March inspections, <br /> respectively. In accordance with California Code of Regulations Title 27, Section 20937, <br /> Forward continues to install additional landfill gas extraction wells (as needed), and <br /> makes regular adjustments to the landfill gas extraction system to optimize efficiency of <br /> the landfill gas extraction system. Furthermore,in accordance with CCR Title 27, <br /> Section 20937(a)(1), methane monitors are installed in all buildings at the site to protect <br /> public health and safety and the environment. During the first quarter 2008,no methane <br /> was detected in any of the facilities buildings. A copy of the landfill gas monitoring <br /> probe data is provided in Appendix A. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> 2.1.1 Sampling and Laboratory Analyses <br /> During the first quarter 2008, depth-to-water measurements were recorded in all wells <br /> and the groundwater monitoring wells were sampled by ATC Associates (ATC)between <br /> February 4 and 7, 2008. Both surface water stations were sampled on February 4,2008, <br /> and all lysimeters were inspected and a vacuum was set on February 6 and 7, 2008. The <br /> lysimeters were checked for soil-pore liquid on March 18, 2008, and sufficient soil-pore <br /> liquid was present to collect samples from lysimeters E-2, W-2, LY-A, and LY-BG1.
