CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 97-141 <br /> FOR <br /> FORWARD INCORPORATED <br /> FORWARD LANDFILL <br /> CLASS II AND CLASS III LANDFILLS <br /> CLASS II LAND TREATMENT UNITS, CLASS II WASTE PILES <br /> CLASS Il SURFACE IMPOUNDMENTS <br /> POSTCLOSURE OF CLASS I LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Ground water monitoring data indicate a release from landfill and/or other waste management units <br /> at this facility. Currently,ground water contaminant concentrations are near or below MCLS for <br /> several volatile organic compounds.The Discharger is evaluating ground water conditions and <br /> pollutant sources at the site.The Discharger previously capped WMU A,removed clay-lined liquid <br /> disposal ponds, and improved landfill cover, grading and drainage controls. Current data indicate <br /> contaminant concentrations are decreasing.The Discharger is preparing revised technical reports <br /> pursuant to Article 5 to formalize a corrective action program at the facility in addition to a detection <br /> monitoring program. Once the Discharger's technical reports are completed,both this monitoring <br /> program and the program required by Department of Toxic Substances Control(DTSC) as part of <br /> its postciosure permit for WMU A will be modified. <br /> Compliance with this Monitoring and Reporting Program, and with the companion Standard <br /> Provisions and Reporting Requirements,is ordered by Waste Discharge Requirements Order <br /> No. 97-141.Failure to comply with this Program, or with the Standard Provisions and Reporting <br /> Requirements,constitutes noncompliance with the WDRs,its amendment, and Division 7 of the <br /> Water Code, and can result in the imposition of civil monetary liability. <br /> A. REPORTING <br /> The Discharger shall report monitoring data and information as required in the Monitoring and <br /> Reporting Program and as required in the Standard Provisions and Reporting Requirements. <br /> Reports which do not comply with the required format will be REJECTED and the Discharger <br /> shall be deemed to be in noncompliance with the WDRs. <br /> In reporting the monitoring data,the Discharger shall arrange the data in tabular form so that the <br /> date,the constituents,the concentrations,and the units are readily discernible. The data shall be <br /> summarized in such a manner so as to illustrate clearly the compliance with waste discharge <br /> requirements. _ <br /> ® Quarterly,semiannual, and yearly monitoring reports shall be submitted to the Board by the <br /> 15th day of the month following the calendar quarter in which the samples were taken. <br />
