each sump will pump leachate into a force main located outside the lined landfill
area. The force main will discharge to lined surface impoundments in which the
leachate will evaporate.
Three leachate evaporation impoundments are ultimately planned for the site.
WMU F North is located in the southwest region of the existing Forward Landfill
site, just north of the South Branch. It was constructed in 1999 and currently
provides containment for leachate from the active portions of the existing forward
Landfill. A second Class II leachate impoundment, WMU F South is planned to be
constructed in the southwest region of the existing Forward Landfill, south of the
South Branch to service the final disposal area for the site. A third Class II leachate
impoundment is planned to be constructed outside the southwest edge of the
existing Austin Road Landfill to service future refuse disposal within the Austin
Road Landfill expansion areas.
WMU F North is a double lined unit and contains a geosynthetic clay liner (GCL)
overlain by a 60-mil HDPE geomembrane, a geonet, and an additional 60-mil
HDPE geomembrane. The leachate impoundment was sized based on actual
leachate generation records from 1991 to 1997 and has a design capacity of
approximately 3.5 million gallons.
If during the service life of the landfill, the demand on the leachate
impoundments exceed capacity, Forward will implement an alternative leachate
management plan. The leachate impoundments are intended to serve as a
primary mechanism for disposal of collected leachate. However, the
impoundment may be supplemented by other disposal methods during peak
years of operation, if necessary. Leachate in excess of the impoundment's
capacity will either be pumped to temporary onsite tanks or trucked for off-site
disposal at the City of Stockton Municipal Utility District wastewater treatment
plant located at 2500 North Navy Drive in Stockton. Leachate stored in the
temporary on-site tanks may be released back into the impoundments at a later
date.
Forward Landfill PCPCMP 2-6
L:\Allied\2000.193\Reports\FinaIPCPCMP:FL-sec2.doc:5/21/02 BRYAN A.STIRRAT 6 ASSOCIATES
