• approved Final Closure Plan submitted two years prior to the anticipated date of <br /> closure. Closure activities will then commence within thirty days following the <br /> last receipt of waste and will conclude within 180 days following the beginning <br /> of closure in accordance with the closure implementation requirements <br /> contained in 27 CCR 21110 or in accordance with an alternate schedule <br /> approved by the LEA and CIWMB and included in the approved Final Closure <br /> Plan. The final cover system currently proposed is presented in Detail 7 of <br /> Drawing 6 and Details 1 and 2 of Drawing 7 of the JTD. It consists of the <br /> following components, from bottom to top: <br /> • Two-Foot Foundation Layer <br /> A minimum two-foot thick layer of approved soil, contaminated soil, <br /> incinerator ash, or other waste materials placed immediately over the entire <br /> surface of the last lift of refuse. This layer shall have the appropriate <br /> engineering properties, so as to provide a relatively unyielding surface upon <br /> which to place the low-hydraulic-conductivity layer. <br /> • Low-Hydraulic Conductivity Layer <br /> • This component is to provide a barrier to water infiltration through the final <br /> cover system in order to minimize leachate generation, to control LFG <br /> migration, and to separate the waste from vectors. Because the containment <br /> system includes a composite liner system with a geomembrane at the bottom <br /> of the landfill, the final cover system will include a 40-mil very flexible <br /> polyethylene (VFPE) geomembrane barrier layer, overlain with HDPE <br /> geosynthetic drainage strips. This will provide a barrier layer which is equal <br /> to the least permeable component of the liner system. <br /> • Two-Foot Erosion Control (Vegetative) Layer <br /> This component is to provide protection from wind and water erosion, to <br /> provide vegetation and improve aesthetics, and to minimize long-term <br /> maintenance. <br /> The Final Closure Plan for the Forward Landfill will include appropriate <br /> demonstrations that the engineered alternative final cover system meets or <br /> exceeds the requirements of 27 CCR, Section 21090 as required by 27 CCR, <br /> Section 21140. <br /> • <br /> Forward Landfill PCPCMP 3-3 <br /> L:\Allied\2000.193\Reports\FinaIPCPCMP:FL-sec3.doc:5/21/02 BRYAN A.STIRRAT&ASSOCIATES <br />
