1.0 PURPOSE AND SCOPE <br /> Forward Inc., a wholly owned subsidiary of Allied Waste Industries, Inc., (Forward) is the <br /> permitted owner and operator of the Forward Landfill (FL), located in Manteca, California. <br /> The FL is a class II/III landfill originally permitted in 1973, which has successfully provided <br /> an environmentally sound disposal location for refuse since that time. The facility is not <br /> open to the public. There is also a separately permitted transfer station/resource recovery <br /> facility (MRF) within the FL property which provides transfer and processing of recoverable <br /> wastes. <br /> The proposed expansion of the FL will provide additional refuse capacity to meet the <br /> disposal needs of San Joaquin County and the greater region. The following sections of this <br /> Project Description contain a detailed description of the proposed FL expansion project, <br /> including the proposed design and phased development of the lateral expansion area, <br /> various project components, operation of the landfill, environmental control features, <br /> projected site life and landfill capacity; site closure; and ultimate end-use of the site. This <br /> document also describes the permits and responsible agencies involved in the review of <br /> this project. <br /> The objective of the expansion project is to meet both local and regional needs, including <br /> the following specific objectives: <br /> • Continued design and operation of a safe and efficient landfill with state-of-the-art <br /> environmental protection features which meet or exceed local, State and Federal <br /> standards; <br /> • Minimize the impacts of refuse disposal through a well-engineered and <br /> environmentally-sound operation; <br /> • Prolong the life of existing landfill facilities by expanding into contiguous areas that <br /> compliment and blend with the existing setting; <br /> • Continue to provide landfill disposal capacity to the region; and <br /> • Continue and expand existing waste diversion and beneficial re-use activities. <br /> Daily operations are conducted by Forward personnel and will essentially continue as <br /> currently performed with some slight modifications.
