4.3 WASTE HANDLING AND DISPOSAL PROCEDURES <br /> 4.3.1 LANDFILL OPERATIONS <br /> The FL currently operates using the area fill method for refuse placement. <br /> Refuse is typically placed in lifts up to 20 feet high and approximately 150 feet <br /> wide. Generally, successive lifts are constructed to create a series of adjoining <br /> cells. This process of constructing lifts is repeated until desired grades, both <br /> interim and final, have been achieved. Refuse placed during the working day is <br /> covered with soil and/or an approved ADC (as allowed under 27 CCR) which is <br /> then compacted by using a dozer or compactor to complete the cell. Currently, <br /> Forward utilizes synthetic tarps, treated auto shredder waste, processed green <br /> material, ash and cement kiln dust, and shredded tires as ADC. <br /> Upon acceptance of waste for disposal at the entrance facility, vehicles are <br /> immediately directed to the working face of the landfill. Signs are posted along <br /> the internal haul roads to guide customers to the designated unloading areas. <br /> As refuse is being unloaded, landfill staff inspects the loads for recyclable or <br /> prohibited materials. A comprehensive load-checking program is conducted at <br /> the landfill to detect hazardous waste delivered to the site and to prevent it from <br /> being discharged to the landfill. Unacceptable waste identified by landfill staff is <br /> separated for proper treatment and disposal or rejected and returned to the <br /> customer. <br /> As appropriate, customers with recyclable or salvageable items are directed to <br /> the transfer station/resource recovery facility. <br /> 4.3.2 SPECIAL HANDLING AND DISPOSAL PROCEDURES <br /> Special handling and disposal procedures are required for land treatment units <br /> receiving nonvolatile petroleum hydrocarbon contaminated soil and gasoline <br /> contaminated soil, sludge, asbestos, ash, treated wood waste, small dead animals, <br /> and shredder waste. Handling and disposal procedures are discussed in the site's <br /> JTD (Amendment No. 1, dated February 2007). <br /> A hazardous waste screening program for the site is conducted in accordance with <br /> FL's load checking program and is included as an appendix to the JTD.
