4.3 WASTE HANDLING AND DISPOSAL PROCEDURES
4.3.1 LANDFILL OPERATIONS
The FL currently operates using the area fill method for refuse placement.
Refuse is typically placed in lifts up to 20 feet high and approximately 150 feet
wide. Generally, successive lifts are constructed to create a series of adjoining
cells. This process of constructing lifts is repeated until desired grades, both
interim and final, have been achieved. Refuse placed during the working day is
covered with soil and/or an approved ADC (as allowed under 27 CCR) which is
then compacted by using a dozer or compactor to complete the cell. Currently,
Forward utilizes synthetic tarps, treated auto shredder waste, processed green
material, ash and cement kiln dust, and shredded tires as ADC.
Upon acceptance of waste for disposal at the entrance facility, vehicles are
immediately directed to the working face of the landfill. Signs are posted along
the internal haul roads to guide customers to the designated unloading areas.
As refuse is being unloaded, landfill staff inspects the loads for recyclable or
prohibited materials. A comprehensive load-checking program is conducted at
the landfill to detect hazardous waste delivered to the site and to prevent it from
being discharged to the landfill. Unacceptable waste identified by landfill staff is
separated for proper treatment and disposal or rejected and returned to the
customer.
As appropriate, customers with recyclable or salvageable items are directed to
the transfer station/resource recovery facility.
4.3.2 SPECIAL HANDLING AND DISPOSAL PROCEDURES
Special handling and disposal procedures are required for land treatment units
receiving nonvolatile petroleum hydrocarbon contaminated soil and gasoline
contaminated soil, sludge, asbestos, ash, treated wood waste, small dead animals,
and shredder waste. Handling and disposal procedures are discussed in the site's
JTD (Amendment No. 1, dated February 2007).
A hazardous waste screening program for the site is conducted in accordance with
FL's load checking program and is included as an appendix to the JTD.
