This submittal is considered PCPCMP Amendment No. 3 and <br /> contains information reflecting the closure of Stage 1A at the Forward Landfill, which <br /> necessitated changes to the PCPCMP. <br /> BACKGROUND <br /> A PCPCMP was completed in May 2002 for a combined Forward Landfill. Prior to that,two <br /> landfills were operated in close proximity; these sites were known as the Austin Road and <br /> Forward landfills. Permit approvals were obtained in 2003 to combine these facilities into <br /> one larger landfill, known as the Forward Landfill. The first change to the 2002 PCPCMP <br /> was made in December 2003 (Amendment No. 1)for minor changes/updates. In March <br /> 2004,Amendment No. 2 was submitted to the regulatory agencies. Amendment No. 2 <br /> provided required information to implement the phased closure of the site over the life of <br /> the landfill in several construction stages. This document also established the basis for the <br /> closure cost estimate based on the maximum extent of the landfill over its active life. <br /> Subsequently and in response to a Regional Water Quality Control Board (RWQCB), Central <br /> Valley Region, compliance order, Forward Inc. (site operator)was required to remediate <br /> leachate seeps observed along a portion of the north-facing exterior slopes. The selected <br /> corrective action was to implement closure of these slopes. This area is designated as <br /> Stage 1A and a Partial Final Closure Plan was prepared and submitted to the regulatory <br /> agencies in 2005. This document was approved and the project implemented. Amendment <br /> No. 2, dated March 2004, presented the phased closure of the landfill in eight stages. The <br /> Stage 1 area is 90.2 acres. Stage 1 was split into two separate areas designated as Stages <br /> 1A and 1B. Stage 1A represents 30.2 acres of the north-facing slope discussed above and <br /> was closed in 2006.
