This submittal is considered PCPCMP Amendment No. 3 and
contains information reflecting the closure of Stage 1A at the Forward Landfill, which
necessitated changes to the PCPCMP.
BACKGROUND
A PCPCMP was completed in May 2002 for a combined Forward Landfill. Prior to that, two
landfills were operated in close proximity; these sites were known as the Austin Road and
Forward landfills. Permit approvals were obtained in 2003 to combine these facilities into
one larger landfill, known as the Forward Landfill. The first change to the 2002 PCPCMP
was made in December 2003 (Amendment No. 1)for minor changes/updates. In March
2004,Amendment No. 2 was submitted to the regulatory agencies. Amendment No. 2
provided required information to implement the phased closure of the site over the life of
the landfill in several construction stages. This document also established the basis for the
closure cost estimate based on the maximum extent of the landfill over its active life.
Subsequently and in response to a Regional Water Quality Control Board (RWQCB), Central
Valley Region, compliance order, Forward Inc. (site operator)was required to remediate
leachate seeps observed along a portion of the north-facing exterior slopes. The selected
corrective action was to implement closure of these slopes. This area is designated as
Stage 1A and a Partial Final Closure Plan was prepared and submitted to the regulatory
agencies in 2005. This document was approved and the project implemented. Amendment
No. 2, dated March 2004, presented the phased closure of the landfill in eight stages. The
Stage 1 area is 90.2 acres. Stage 1 was split into two separate areas designated as Stages
1A and 1B. Stage 1A represents 30.2 acres of the north-facing slope discussed above and
was closed in 2006. The remaining 60.0 acres will be closed as Stage 1B.
Amendment No. 3, included as part of this submittal, was prepared to present updated
information regarding completion of the Stage 1A closure and modification of closure cost
estimate (i.e., reduction of the maximum extent ever requiring closure).
268 North Lincoln Avenue,Suite 1,Corona,CA 92882• (V)951-736-1010•(F)951-736-1919
Z:\PROJECTS\Allied Waste\Forward\JN81013 5 yr Review Plan\JTD Amd 3 PCPCMP Amd 3 Nov 08\LSJEHD111408 Amend3 PCPCMP.doc
