(anticipated to be approximately 8 feet wide by 8 feet tall and approximately 250 feet
long) and are in compliance with the local fire department. The chipped wood is then
deposited in 120-cy trailers (or larger) until sold at market, sent off-site for use as an
alternative fuel source for cogeneration facilities, and other reuses or recovery such as
mulch or compost. The wood grinding area will be operated a minimum of 100 feet away
from the RRF building and is generally 15,000 square feet in size or smaller depending on
wood volume.
3.4.3 Cleaning
Describe procedures for ensuring that all loose materials and litter will be cleaned up
daily or on a schedule approved by the LEA.
Compost Facility staff will police the site on a daily basis to remove any windblown
litter. The processing area, including the interior of the tub grinder, will be
cleaned daily at the end of each shift.
General cleaning of the Compost Facility pad, outdoor operations and storage areas is
accomplished by permanent employee duty assignments with daily inspections to
assure compliance.
Loose materials and litter cleanup is accomplished by permanent employee duty
assignments with daily inspections to assure compliance.
3.4.4 Load Checking
As also discussed in Section 3.4.1, incoming loads are inspected upon entrance at the
facility in accordance with the Load Checking Program, which is included in the landfill's
Joint Technical Document (JTD). Load checks of feedstocks, additives, and
amendments for contaminants are performed at the compost pad as required by 14
CCR, Section 17867(a)(3). In addition, incoming loads are also checked for hazardous or
prohibited materials at the facility. The number of load checks performed and loads
rejected will be documented by facility personnel in accordance with 14 CCR, Section
17869(e). Load check records will be maintained at the RRF/Compost Facility office.
3.5 Processing Operations
3.5.1 Development Stages
Provide a description of the sequence of development stages of the composting site
operation giving tentative implementation schedules for development and usage. This is
an overall site development plan, covering identification and timing of individual phases of
site development.
The Compost Facility will be developed dependent on availability of suitable
compostable materials and equipment capability. The amount of material that will be
processed depends on potential composting technologies. Forward has designed the
Compost Facility with the flexibility to expand its processing capability as incoming
tonnages increase. Figure 1A shows the site development areas. Project
development stages are also discussed in Section 2.1.9.
Forward Composting Facility RCSI
7/20/09;Page 36 SWT Engineering
