3.6 6 Nuisance Control
Describe how the facility will be operated and maintained to prevent nuisances (14
CCR, Section 18227(d)).
Site operations are conducted in a safe and sanitary manner. The site is located
in a rural area surrounded by largely unpopulated, agricultural land. To date, only one
odor complaint has been received and the problem was resolved. Drought tolerant trees
and shrubs, and grasses are used in landscaping to conform with the natural vegetation
of the area. Screening vegetation will be provided around the RRF/Compost Facility
when the operations are expanded.
If the RRF/Compost Facility accepts any wastes in the future that might pose a nuisance,
appropriate measures will be added to the station controls.
Forward will be responsible for meeting all permit conditions and regulatory
requirements. Specific nuisance control measures are addressed individually in this
section.
Fire control equipment and control measures are discussed in Section 5.5.
3.6.7 Traffic Control
Describe how traffic flows into, on, and out of the facility will be in accord with design intent
and in such a manner as to minimize interference and safety problems for traffic on
adjacent public streets or roads. Include traffic plans approved by the local traffic
engineering and police authorities if stacking of vehicles waiting to enter the facility on
public streets or roads is likely to occur. Include provisions for turns across traffic, traffic
routing, methods of preventing unauthorized access, locking gates, signage, etc.
See description of traffic control included in Section 1.4.
3.6.8 Aspergillus
Provide a description of the measures taken to control Aspergillus fumigatus and/or
Aspergillus flavus.
Forward will follow good housekeeping practices, regular watering, and controlled screening
to minimize the propagation, harborage, or dispersal of any and all airborne
microorganisms, including Aspergillus fiumagarur and Aspergillus flavus.
Forward Composting Facility RCSI
7/20/09;Page 47 SWT Engineering
