5.6 Protection of Users Describe design, construction and operational controls for ensuring that contact between users and solid wastes is minimized. Regulations require that railing, curbs, grates, and fences be provided as necessary to adequately protect the public and facility personnel. If signs will be used, describe them. The equipment operators and general laborers oversee the unloading of all incoming loads to the RRF/Compost Facility. The few public customers that the RRF does have are not allowed in any other area than the wood chipping area. In the wood chipping area, the customers are constantly supervised, as are all customers. There is no hazardous contact between the public and the Compost Facility/RRF. The Compost Facility/RRF is designed so that facility users have minimum contact with processing equipment and materials. The vehicle unloading areas will be located on the opposite side of the material stockpile, so that the front-end loader will be removing material from the far side of the stockpile, away from facility users. The Compost Facility/RRF will have signs posted to direct traffic to the stockpiles and away from other areas of the facility. The Compost Facility/RRF will be staffed during all hours that the grinder is operating. The grinder will be equipped with a locking mechanism to prevent unauthorized use. Facility users will not be authorized to access the waste material storage area. Residues will be removed only by properly licensed parties approved by Forward. 5.7 Safety Equipment Describe safety equipment to be provided onsite. Describe policies for ensuring that safety equipment is utilized. In addition to the firefighting equipment, the following emergency equipment is maintained at the site (landfill and RRF/Compost Facility) at all times: • Industrial first-aid kits located in the landfill office trailer, RRF/Compost Facility office, and maintenance area; • Personal protective equipment: ■ Disposable respirators ■ Gloves ■ Hard hats ■ Safety glasses ■ Tyvek suit ■ Hearing protection ■ Specialized equipment, as necessary, depending on the area where they are working; • Portable eyewash located in the locker area of the maintenance area; • Decontamination shower located in the maintenance area with a 250-gallon capacity; and • Four Honda pumps Forward Composting Facility RCSI 7/20/09;Page 51 SWT Engineering
