5.6 Protection of Users <br /> Describe design, construction and operational controls for ensuring that contact <br /> between users and solid wastes is minimized. Regulations require that railing, curbs, <br /> grates, and fences be provided as necessary to adequately protect the public and <br /> facility personnel. If signs will be used, describe them. <br /> The equipment operators and general laborers oversee the unloading of all incoming <br /> loads to the RRF/Compost Facility. The few public customers that the RRF does <br /> have are not allowed in any other area than the wood chipping area. In the wood <br /> chipping area, the customers are constantly supervised, as are all customers. There is <br /> no hazardous contact between the public and the Compost Facility/RRF. <br /> The Compost Facility/RRF is designed so that facility users have minimum <br /> contact with processing equipment and materials. The vehicle unloading areas will be <br /> located on the opposite side of the material stockpile, so that the front-end loader will be <br /> removing material from the far side of the stockpile, away from facility users. The Compost <br /> Facility/RRF will have signs posted to direct traffic to the stockpiles and away from other <br /> areas of the facility. The Compost Facility/RRF will be staffed during all hours that the <br /> grinder is operating. The grinder will be equipped with a locking mechanism to prevent <br /> unauthorized use. Facility users will not be authorized to access the waste material storage <br /> area. Residues will be removed only by properly licensed parties approved by Forward. <br /> 5.7 Safety Equipment <br /> Describe safety equipment to be provided onsite. Describe policies for ensuring that safety <br /> equipment is utilized. <br /> In addition to the firefighting equipment, the following emergency equipment is <br /> maintained at the site (landfill and RRF/Compost Facility) at all times: <br /> • Industrial first-aid kits located in the landfill office trailer, RRF/Compost Facility <br /> office, and maintenance area; <br /> • Personal protective equipment: <br /> ■ Disposable respirators <br /> ■ Gloves <br /> ■ Hard hats <br /> ■ Safety glasses <br /> ■ Tyvek suit <br /> ■ Hearing protection <br /> ■ Specialized equipment, as necessary, depending on the area <br /> where they are working; <br /> • Portable eyewash located in the locker area of the maintenance area; <br /> • Decontamination shower located in the maintenance area with a 250-gallon <br /> capacity; and <br /> • Four Honda pumps <br /> Forward Composting Facility RCSI <br /> 7/20/09;Page 51 SWT Engineering <br />
