landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors. No unusual conditions were identified during <br /> the first quarter 2009 monitoring period, (see signed"Certification Statement" located <br /> inside cover page, after the Table of Contents in this report). <br /> In addition to Forward's inspections, the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on January 16, <br /> February 27, and March 26, 2009. During the January 16, 2009 inspection the CEHD <br /> issued a Notice of Violation(NOV) for explosive gas control as a result of methane <br /> concentrations exceeding 5%at the boundary in perimeter probes GP-I I(s) with 13.2% <br /> methane and GP-11(i) with 23.9%methane. Forward made adjustments to the landfill <br /> gas extraction system to correct the problem. No other NOVs were noted during the first <br /> quarter 2009 monitoring period. Completed inspection forms are presented in Appendix <br /> A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 311,731 tons of solid waste during the first quarter 2009 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste—305,600 tons <br /> i Asbestos—853 tons <br /> Sewage and wastewater treatment sludge—5,278 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> As previously discussed in Section 1.3,perimeter soil-pore gas probe GP-11 exceeded the <br /> regulatory limit of 5 percent during the first quarter 2009. Forward adjusted the landfill <br /> gas extraction system to correct the problem and no further exceedances were noted <br /> during the monitoring period. In response to elevated methane concentrations measured <br /> in these probes, and in accordance with California Code of Regulations Title 27, Section <br /> 20937, Forward continues to install additional landfill gas extraction wells (as needed), <br /> and makes regular adjustments to the landfill gas extraction system to optimize efficiency <br /> of the landfill gas extraction system. Furthermore, in accordance with CCR Title 27, <br /> Section 20937(a)(1),methane monitors are installed in all buildings at the site to protect <br /> public health and safety and the environment. During the first quarter 2009, no methane <br /> was detected in any of the facilities buildings.
