landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and
identification of strong landfill gas odors. No unusual conditions were identified during
the first quarter 2009 monitoring period, (see signed"Certification Statement" located
inside cover page, after the Table of Contents in this report).
In addition to Forward's inspections, the San Joaquin County Environmental Health
Department(CEHD)performed monthly inspections at the facility on January 16,
February 27, and March 26, 2009. During the January 16, 2009 inspection the CEHD
issued a Notice of Violation(NOV) for explosive gas control as a result of methane
concentrations exceeding 5%at the boundary in perimeter probes GP-I I(s) with 13.2%
methane and GP-11(i) with 23.9%methane. Forward made adjustments to the landfill
gas extraction system to correct the problem. No other NOVs were noted during the first
quarter 2009 monitoring period. Completed inspection forms are presented in Appendix
A.
1.4 SOLID WASTE MONITORING
According to the Forward Landfill Operations Manager, Forward Landfill received a total
of 311,731 tons of solid waste during the first quarter 2009 (Appendix A). Figure 1-2
shows the approximate location of waste placement during the monitoring period. The
following types of waste were received:
Non-hazardous solid waste—305,600 tons
i Asbestos—853 tons
Sewage and wastewater treatment sludge—5,278 tons
1.5 LANDFILL GAS MONITORING
As previously discussed in Section 1.3,perimeter soil-pore gas probe GP-11 exceeded the
regulatory limit of 5 percent during the first quarter 2009. Forward adjusted the landfill
gas extraction system to correct the problem and no further exceedances were noted
during the monitoring period. In response to elevated methane concentrations measured
in these probes, and in accordance with California Code of Regulations Title 27, Section
20937, Forward continues to install additional landfill gas extraction wells (as needed),
and makes regular adjustments to the landfill gas extraction system to optimize efficiency
of the landfill gas extraction system. Furthermore, in accordance with CCR Title 27,
Section 20937(a)(1),methane monitors are installed in all buildings at the site to protect
public health and safety and the environment. During the first quarter 2009, no methane
was detected in any of the facilities buildings. A copy of the landfill gas monitoring
probe data is provided in Appendix A.
D:\2009_0017TA_1Q09.doc
3 Geologic Associates
