landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors. No unusual conditions were identified during <br /> the second quarter 2009 monitoring period, (see signed "Certification Statement"located <br /> inside cover page, after the Table of Contents in this report). <br /> In addition to Forward's inspections,the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on April 28, May 13, <br /> and June 10, 2009. No violations were noted during the second quarter 2009 monitoring <br /> period. Completed inspection forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 298,360 tons of solid waste during the second quarter 2009(Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste—291,544 tons <br /> Asbestos—906 tons <br /> Sewage and wastewater treatment sludge—5,910 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> No perimeter soil-pore gas probes exceeded the regulatory limit of 5 percent during the <br /> second quarter 2009. In accordance with California Code of Regulations Title 27, <br /> Section 20937, Forward continues to install additional landfill gas extraction wells (as <br /> needed), and makes regular adjustments to the landfill gas extraction system to optimize <br /> efficiency of the landfill gas extraction system. In addition, Forward is in the process of <br /> installing two additional perimeter soil-pore gas monitoring probes. Furthermore, in <br /> accordance with CCR Title 27, Section 20937(a)(1),methane monitors are installed in all <br /> buildings at the site to protect public health and safety and the environment. During the <br /> second quarter 2009,no methane was detected in any of the facilities buildings. A copy <br /> of the landfill gas monitoring probe data is provided in Appendix A. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> 2.1.1 Sampling and Laboratory Analyses <br /> During the second quarter 2009, depth-to-water measurements were recorded in the <br /> groundwater monitoring wells on May 4, 2009, and all of the groundwater monitoring <br /> wells were sampled by ATC Associates (ATC)between May 4 and 7,2009. Surface <br /> water stations were inspected and sampled on May 4, 2009. All lysimeters were <br /> inspected and a vacuum was set on May 7, 2009.
