landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and identification of strong landfill gas odors. No unusual conditions were identified during the second quarter 2009 monitoring period, (see signed "Certification Statement"located inside cover page, after the Table of Contents in this report). In addition to Forward's inspections,the San Joaquin County Environmental Health Department(CEHD)performed monthly inspections at the facility on April 28, May 13, and June 10, 2009. No violations were noted during the second quarter 2009 monitoring period. Completed inspection forms are presented in Appendix A. 1.4 SOLID WASTE MONITORING According to the Forward Landfill Operations Manager, Forward Landfill received a total of 298,360 tons of solid waste during the second quarter 2009(Appendix A). Figure 1-2 shows the approximate location of waste placement during the monitoring period. The following types of waste were received: Non-hazardous solid waste—291,544 tons Asbestos—906 tons Sewage and wastewater treatment sludge—5,910 tons 1.5 LANDFILL GAS MONITORING No perimeter soil-pore gas probes exceeded the regulatory limit of 5 percent during the second quarter 2009. In accordance with California Code of Regulations Title 27, Section 20937, Forward continues to install additional landfill gas extraction wells (as needed), and makes regular adjustments to the landfill gas extraction system to optimize efficiency of the landfill gas extraction system. In addition, Forward is in the process of installing two additional perimeter soil-pore gas monitoring probes. Furthermore, in accordance with CCR Title 27, Section 20937(a)(1),methane monitors are installed in all buildings at the site to protect public health and safety and the environment. During the second quarter 2009,no methane was detected in any of the facilities buildings. A copy of the landfill gas monitoring probe data is provided in Appendix A. 2.0 FORWARD UNIT 2.1 WATER QUALITY MONITORING 2.1.1 Sampling and Laboratory Analyses During the second quarter 2009, depth-to-water measurements were recorded in the groundwater monitoring wells on May 4, 2009, and all of the groundwater monitoring wells were sampled by ATC Associates (ATC)between May 4 and 7,2009. Surface water stations were inspected and sampled on May 4, 2009. All lysimeters were inspected and a vacuum was set on May 7, 2009.
