2009 Asbestos Monitoring
Test date:March 26,2009
7.0 Introduction
Allied Waste Industries, Inc. (AWII) operates the Forward Landfill in Manteca,California.
AWH has contracted Shaw Environmental, Inc. (Shaw)to conduct semi-annual sampling of
asbestos concentrations at the Forward Landfill as required by Forward Landfill Solid Waste
Facility Permit 39-AA-0015. This report represents the first of two semiannual monitoring
events for 2009. Asbestos was not detected at any of the sample locations. As a true baseline
asbestos level cannot be established the action trigger level would be 5 micrograms per cubic
' meter above the detection limit.
Representative sampling locations near the asbestos operations area were identified assuming
that the sample pool would demonstrate worst case scenario concentrations. Five sampling
stations, one of which included a duplicate sample, were located predominantly downwind and
' approximately 84 to 200 feet from the asbestos area with a sixth station co-located with one of
the downwind stations. One of the stations was located predominantly upwind and
approximately 90 feet from the asbestos area. Sampling was performed during normal weather
and operating conditions. The upwind and downwind locations were chosen based on a history
for wind direction in the area, which typically originate from the northwest. Air samples were
collected simultaneously from each location over an eight-hour period during normal working
hours and normal operating conditions.
The asbestos pile location within the landfill and the sampling locations are illustrated in Figures
3-1 and 3-2.
RlrB'W"Shaw&Mronrr>erl,k 1-1
