Austin Road <br /> Manteca, California 95336 <br /> Attention: Mr. Lochlin Caffey <br /> THIRD YEAR MOISTURE MONITORING PERFORMANCE REPORT <br /> NORTH SLOPE—STAGE 1A PARTIAL FINAL CLOSURE <br /> FORWARD SANITARY LANDFILL, SAN JOAQUIN COUNTY, CALIFORNIA <br /> 1.0 INTRODUCTION <br /> 1.1 BACKGROUND <br /> GeoL•ogic Associates (GLA) is pleased to submit this third year moisture monitoring <br /> performance report for Stage 1A of the partial final closure of the Forward Sanitary Landfill <br /> (FSL) in San Joaquin County, California. This report has been prepared for Forward Landfill, <br /> Inc. ( I) as a part of the requirements of the Workplan for Moisture Monitoring of the Forward <br /> Sanitary Landfill(the Workplan, GLA, 2005). <br /> As recommended in the Workplan, system performance review and annual reporting is being <br /> submitted to the Regional Water Quality Control Board—Central Valley Region(RWQCB) and <br /> the San Joaquin County Local Enforcement Agency (LEA) for their evaluation of the <br /> performance of the alternative final cover system constructed at the landfill. This third year <br /> report is being submitted as an update of our previous report entitled "Second Year Moisture <br /> Monitoring Performance Report,North Slope— Stage I Partial Final Closure, Forward Sanitary <br /> Landfill, San Joaquin County, California" dated July 10, 2008. <br /> This report includes data from the final cover moisture monitoring demonstration program <br /> established for the FSL Stage lA alternative cover system. As presented in the Workplan, <br /> monitoring of soil moisture content is conducted at two locations,the satellite (SAT) location <br /> and at the Meteorological (MET) location. Monitoring began on July 28, 2006 and has been <br /> conducted for a period of three years. This report incorporates data from initial monitoring <br /> through July 17, 2009 and incorporates three rainy seasons at the site. Additional moisture <br /> modeling using the Leaching Estimation and Chemistry Model (LEACHM)program has been <br /> ' conducted for the as-built alternative final cover using the observed climatic and soil moisture <br /> data in order to evaluate the model's ability to mimic actual field performance. <br /> 1 <br /> 250 W.
