Upper Northern Portion of WMU FU-08 September 2009 Forward Landfill Project No.021605.09 1.0 INTRODUCTION This report summarizes the construction quality assurance (CQA) observations and activities performed by Vector Engineering, Inc. (Vector) for Forward, Inc. (Forward), during the construction of the upper northern portion of WMU FU-08 liner system at the Forward Landfall. The upper northern portion of WMU FU-08 overlies the interim final cover for the existing Austin Road Landfill. This interim final cover will serve as the base liner component for the northern portion of WMU FU-08. The interim final cover was completed and approved in November 2002. The construction of the upper northern portion of WMU FU-08 was subsequent to the construction of the lower floor portion of WMU FU-08 that was completed last year. This CQA report summarizes the completion of the upper northern portion of WMU FU-08. The CQA report for the lower floor portion of WMU FU-08 as submitted at the completion of construction last year. CQA activities included monitoring earthworks construction, geosynthetics installation, and collection piping installation. This final report contains detailed documentation that the construction and CQA activities associated with the northern portion of WMU FU-08, were constructed in accordance with approved clarifications and modifications thereto, as well as in general accordance with the following documents: • Title 27 of the California Code of Regulations; • Construction Drawings, WMU U-08, Forward Landfill, Lewis Engineering, April 2009, • Technical Specifications, WMU FU-08, Forward Landfill, Lewis Engineering, April 2009, and • Construction Quality Assurance Manual WMU FU-08, Forward Landfill, Lewis Engineering, April 2009.
