Mr. Don Litchfield <br /> April 9, 2010 <br /> Page 4 <br /> continue to monitor and adjust all LFG extraction wells to minimize the amount of overpull <br /> while maintaining operational criteria. <br /> During this reporting period SCS performed as needed adjustments on all extraction wells in the <br /> vicinity of LFG Monitoring Probe Nos. GP-9 through GP-12 as directed by the client, in order to <br /> help maintain methane gas concentrations to below the LEL. <br /> During this reporting period, SCS, in accordance with the Title V Permit to Operate,performed <br /> re-monitoring/adjustment of all LFG Extraction Wells which exceeded the oxygen gas, <br /> temperature or pressure requirements as required under the Title V permit as shown on Table 2. <br /> During this reporting period, at several LFG Extraction Wells oxygen gas concentrations or <br /> pressure had decreased to below 5 percent by volume or achieved a negative pressure in <br /> response to system adjustments. As of the date of this report, SCS has received exemptions from <br /> the SJVAPCD for a higher operating value of 15%oxygen gas concentration at the LFG <br /> Extraction Wells or exemption from the Title V wellhead requirements. Note, due to the recent <br /> NOV and agreement with the SJVAPCD any well that exceeds 15%oxygen will remain <br /> shutdown until resolution of the existing Title V permit. <br /> At the remaining extraction wells, SCS is continuing to make adjustments to maintain <br /> compliance with the Title V permit to Operate. <br /> Finally, during this reporting period,temperatures at LFG extraction wells were monitored and <br /> observed to range from 50 to 99 degrees Fahrenheit(Table 2). These temperatures are <br /> considered to be in the low to normal range for anaerobic decomposition. SCS will continue to <br /> test LFG temperatures at each extraction well on a monthly basis in order to develop a database. <br /> This additional information should provide a better understanding of subsurface conditions at <br /> the site. <br /> LFG COLLECTION SYSTEM <br /> Visual observation of the LFG collection system is conducted at a minimum of twice per month. <br /> During these visits, observations are made to ensure no pipe breakages have occurred and <br /> condensate drain sumps remain functional. Minor repairs are completed as required. <br /> SCS observed and repaired malfunctions at Condensate Sump Nos. 19 and 22 on March 23 <br /> and 25,2010,respectively. Following this work, SCS verified normal operations. <br /> On March 25,2010, SCS observed and repaired a partially separated flex hose at LFG Extraction <br /> Well No. FOEW-57,restoring normal operations. <br /> During this reporting period, SCS performed liquid removal at Condensate Sump No. CS-21, <br /> due to accumulated liquids and sump failure. SCS will continue to monitor this location and <br /> manually remove the liquids as requested by Republic personnel. <br />
