Austin Road, Manteca 95336 <br />Comments: According to the information the operator submitted to the EHD on June 24, 2010, SG -11 is located <br />Michael Kith IRuben Ramirez, Landffll Manager <br />• <br />--q- gv;ns <br />4a: �,g <br />xNPRC <br />44014(b) - Operator Complies with Terms & Conditions of Permit <br />Comments: According to the information the operator submitted to the EHD on June 24, 2010, SG -11 is located <br />approximately 25 feet from the extent of the waste in Forward Landfill Unit FU -04. <br />i. The operator had the distance between the property boundry and the edge of the waste profesionally surveyed <br />and submitted the result to EHD. According to the result of the survey submitted to EHD on September 10, <br />2010, the distance between the waste and the boundary is ranging from 50 ft to 63 ft. <br />2. Item 15 of the Solid Waste Facility Permit listed Environmental Impact Report (EIR) as one of the documents <br />that describes and/or restricts the operation of this facility. <br />3. According to the EIR #ER -00-2. dated November 2002, there Is to be a 100 feet setback between the waste <br />and the south property boundary where SG i I and SG 12 are located. <br />4. The placement of waste is not consistent with the EIR and RFI. <br />5. Ensure that the construction and operation of the landfill are consistent with the JTD and the EIR. <br />6. This violation was documented in July Inspection report <br />=X <br />20750 - Site Maintenance <br />Comments: Lots of uneven surfaces, depressions and deep fire tracks were observed near TASW area and on <br />FU05. <br />1. Repair all uneven surfaces, depression and deep tire tracks. <br />12. <br />Maintain all areas in good repair state and slope to promote run-off. <br />X <br />20921: Gas Monitoring and Control <br />Comments: The EHD staff used the Lantec Gem 2000 to measure the concentration of explosive gas at the <br />property boundaries. The concentrations of methane gas by volume in SG 10 were 0% in Shallow, 1 % In <br />Intermediate, 0% in Deep; in SG -11 were 23.9% in Shallow, 32.8% in Intermediate and 18.3% in Deep. The <br />concentration of methane gas in SG -9 and SG -12 were 0% by volume. <br />1. Ensure that the concentration of the explosive gas is less than 5% by volume. <br />2. Within 60 days of dectection (June 3, 2010), implement a remediation plan that has been approved by the <br />EHD and the CalRecycle (formerly CIWMB). <br />3. The concentration of explosive gas at the property boundary has exeeded 5% by volume every month since <br />May, 2010. <br />4. On June 29, 2010, the CalRecycle Issued Notice of Intent to Include the Forward Landfill in the Inventory of <br />Solid Waste FacIllfie Which Violate Ste Minimum Standard. The facility has 90 days for the date of Issuance to <br />comply with the section(s). The compliance date is September 27, 2010. <br />• <br />
